WHEREAS, current by-laws of the St. Paul Teachers
Retirement Fund Association prevent a retired member from
being employed by the City of St. Paul; and
WHEREAS, such limitation on employment is no longer relevant
as far as the City of St. Paul is concerned; and
WHEREAS, the 1987 Minnesota State Legislature passed
legislation granting approval for the St. Paul Teachers
Retirement Fund Association to amend its by-laws to be
retroactive to July 1, 1986; and
WHEREAS, said legislation has been signed into law by the
Governor of the State of Minnesota; now, therefore, be it
RESOLVED, that the Council of the City of St. Paul supports
the amendment to Article IV, section 4, paragraph 1, clauses
(a) and (c) of the St. Paul Teachers Retirement Fund
Association by-laws enabled by the adopted state
legislation and recommends that these changes be adopted as
soon as possible.
