Introduction
On May 20, 1986, the City Council adopted a moritorium on the construction of
accessory structures, such as garages, which are in excess of 1,000 square
feet in R-1 through R-4, RT-1 and RT-2 zoning districts. The Council also
initiated a 40-acre study of large accessory structures.
Proposed Amendment
Section 60.202 B should be amended as follows:

The existing regulation was adopted in January, 1985 as part of Zoning
Admendments V. It was intended to simplify the previous regulation and to
allow laryer yarages. However, the existing regulation allows lots with
medium to deep rear yards to have very large garages. For example, a 60 foot
wide lot with a 95 foot rear yard could have a 2,U00 square foot garage.

Very large garages could be used for inappropriate or illegal uses, such as
auto repair or warehousing. There are instances where pole barns have been
built in residential areas. Very large garages are out of place in
residential neighborhoods.
The amendment will allow one and two family dwellings to have garayes 1 ,000
square feet in area. This will permit .4 car stalls and about 100 square feet
for shop or storage space.
The amendment will also limit the lot coverage of garages for townhouses and
walk-up apartments to 3U% of the lot and for highrise apartments to 15qo of the
lot.
The definition of buildable area, in Section 60.202 B, should be deleted
because it is no longer needed.

WHEREAS, the City Council on May 20, 1986, adopted an ordinance initiating a
40-acre study of the maximum size of accessory structures for the purpose of
amending the Zoning Code: and
WHEREAS, the Zoning Committee of the Planning Commission reviewed a suggested
amendment and recommended a public hearing; and
WHEREAS, pursuant to Minnesota Statutes 462.375(5) , the Planning Commission
held a public hearing on the proposed amendment at its November 21, 1986
meeting; and
WHEREAS, the Planning Commission has determined:
1. That the number of real estate descriptions affected by the amendment
renders the obtaining of written consent impractical ;
2. That a survey of an area in excess of 40 acres has been made;
3. That a determination has been made that the amendment to the Zoning Code
proposed are related to the overall needs of the community, to existing
land use, and to plans for future land use; and "
4. That pursuant to State Statutes proper notice of the hearing was given in
the Pioneer Press and Dispatch on October 31 , November 7, and November
14, 1986.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission recommends
approval of the Zoning Code amendment attached hereto in the 40-acre study
proposing limits to the maximum size of accessory buildings and directs the
Planning Administrator to forward the study and this resolution to the Mayor
and City Council for their review and action.

In May, 1986, the City Council initiated a zoning study of the maximum size
of accessory structures, such as garages. On November 21, 1986, the
Planning Commission held a public hearing on a proposed accessory structure
amendment and recommended that it be adopted. The Commission's resolution
is attached.
The existing zoning regulations allow very large garages in one and two-
family areas. For example, a 60-foot deep rear yard could have a 2,000
square foot garage. The proposed amendment will allow one and two-family
dwellings to have garages up to 1,000 square feet in area. Townhouses and
walk-up apartments may continue to have garages which cover 30% of their
lots and high-rise apartments 15% of their lots.

amending section 62. 106 (4) of the Zoning Code dealing with
accessory structures . This amendment was prepared in accordance
with the memorandum of Roger Ryan to the City Development and
Transportation Committee dated May 1 , 1987 . I believe this

An Ordinance amending the Saint Paul
Legislative Code so as to add Chapter
277 pertaining to video and film booths
in movie arcades .
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 .
That the Saint Paul Legislative Code be and is hereby amended
so as to add the following Chapter thereto:
277 .01 All viewing areas in movie arcades must
be visible from a continuous main aisle
and shall not be obscured by any curtain,
door, wall , or other enclosure. The
purpose of this provision is to prohibit
the exhibition of video and film in
enclosed booths.
277 .02 Movie arcade shall mean any place to
which the public is admitted, or any
public place, wherein one or more video
viewing devices are operated or maintained
to show still or moving images on a video
or film viewing device.
277 . 03 Film or videotape viewing device means
any electrical or mechanical device which
projects an image or visual display using
film, videotape, video disk or other
reproduction material .
