1� resolution amending Chapter A-1
of the Saint Paul Administrative
Code pertaining to committee reports.
RESOLVED, that Saint Paul Administrative Code Chapter A-1 ,
Rule 14(d) be and the same is hereby amended to read as follows:
"Rule 14. Stages of consideration.
(d) Committee reports.
(1 ) Except for the period of time extending
from June 23 , 1987 throu h Jan. �,
�every ordinance or resolution shall a
first reading be referred by the presiding
officer to the appropriate council
committee unless the ordinance or
resolution
a) has already been reported out by a
committee ,
b) formalizes a council action required to
be taken after public hearing, such as
license transfer, appeal , permit or
rezoning,
c) is determined by unanimous consent of
the members present to be a routine
matter withoui, opposition or need for
further study, or

d) relates to individual licenses or
legislation involving licenses.
(2) Whenever a committee acts to return a
resolution or ordinance to the council ,
the chair shall so inform the secretary,
stating in writing whether the committee
recommends adoption or denial or report
without recommendation. The clerk shall
then place the proposal upon the agenda
of the council under the order of
business "committee reports" in the order
of receipt of notification of committee
action.
(3) An ordinance or resolution may be recalled
at any time from committee by an affirmative
vote of five members of the council .
(4) For the period of time extending from
June 23 , 1987 through Jan. 2, 1988
ordinances or resolutions may be re erred
to the appropriate council committee only
upon the affirmative vote of at least four
members of the council . "

RE : Amendment to Council Rules of Procedure
Enclosed please find a Resolution amending the Council Rules
of Procedure to remove the requirement that ordinances and
resolutions be referred to the appropriate committee at first
reading. I did not know what kind of time period the Council
wanted so you will see that there is no ending date in (1) and
(4) . That can be filled in by the Councii during its discussion
of the Resolution.
Since Rule 4 of the Council Rules of Procedure requires notice
of proposed amendments , I have also enclosed the draft of a letter
which you may wish to use.

Dear Mr. Olson:
Pursuant to Rule 4 of the City Council ' s Rules of Procedure ,
enclosed please find a Resolution amending Rule 14 to remove
the requirement that ordinances and resolutions be referred to
the appropriate Council committee at the time of first reading.
This amendment will enable the Council to implement its plan
to meet as a Council three days a week and to meet in committees
only when the complexity of some item on the agenda would necessi-
tate committee review. Please place this Resolution on the City
Council agenda no earlier than seven days from the date of this
letter.
