WHEREAS, John Kerwin has submitted the attached proposed Registered Land
Survey for City Council approval ; and
WHEREAS, the appropriate City departments have reviewed the proposed Registerd
Land Survey; and
WHEREAS, the proposed Registered Land Survey has been determined to meet the
requirements of Section 67 of the Zoning Code;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves
this Registered Land Survey for John Kerwin.

A. PURPOSE : To consider the approval of a Registered Land Survey for
property located at the old NSP Island Power Plant . This property is
unplatted and the R. L. S , is needed for recording purposes .
B . SITE & AREA CONDITIONS : This property is now located in the
' Floodway, Flood Fringe , Urban Diversified River Corridor Overlay
Zoning District . The proposed Floodway 40 Acre Study zoning study
recommends that most of the property be in the Flood Fringe District .
It is surrounded by the Mississippi River and Shepard Road. There is
an existing building on this site that used to be an old power plant .
There are scattered trees and underbrush on site . This is a landlock
. parcel .
C . REOUIRED FINDINGS :
l . All the applicable provisions of the Legislative Code are
complied with.
' 2 . The proposed subdivision will not be detrimental to the present
and potential surrounding land uses .
The surrounding land uses are heavy industrial .
3 . The area surrounding the subdivision can be planned and
developed in coordination and compatibility with the proposed
subdivision.
The surrounding area is NSP land and is undeveloped.
4 . The subdivision is in conformance with the Comprehensive Plan.
The River Corridor Plan proposes open space for the site with
adaptive commercial reuse of the existing building .
5 . The subdivision preserves and incorporates the site ' s important
_ existing natural features , whenever possible .
No development has been proposed at this time .
6 . All land intended for building sites can be used safely without
endangering the residents by peril from floods , erosion,
continuously high water table , severe soil conditions or other
menace .
This . site is in the Mississippi River Corridor Floodway. Any
proposed development must meet all River Corridor Overlay Zoning
requirements .
7 . The subdivision can be economically served with public
facilities and se*-vices .
This site has no water services at this time .
D . ADDITIONAL FINDINGS : The Ramsey County Recorder , Charles Repe , told
the applicant to implement this R. L. S , for recording purposes .
E . STAFF RECOMMENDATION : Based on findings C and D , Staff recommends
a�:proval of this R . L. S . for recording purposes only.
