The resolution requires Heritage Preservation Commission (IiPC) review of any street name change prior to Council action. It also requires a moratorium on street name changes until the HPC adopts review guidelines and until the appropriate City codes can be amended. The resolution affects only streets which have had their current name for 50 years or more. A copy of the resolution is enclosed. The reason I am proposing this is to make sure any street name changes do not damage the City's history. Here is one example of what I perceive to be the problem: It has been brought to my attention that Wall Street in St. Paul was changed from Rosabel Street to Wall Street in 1970. It has been Rosabel Street from 1849 to 1970 -- which is 121 years. The 1970 name change was prompted by North Central Life Insurance Company which had purchased the Wall Street Mutual Fund. The Company wanted to have a Wall Street address to use with the Mutual Fund. Looking back at this 1970 name change from the perspective of 1987, I'm not sure the change was justified and personally I'd like to see the street name changed back to historic Rosabel. In any event, I believe we need to pay more attention to name changes in the future so that any name changes reflect our City's rich history and tradition. Referred To Committee: Date Out of Committee By Date WHEREAS, William Lindig Jr. has submitted the attached proposed lot split for City Council approval ; and WHEREAS, the Departments of Planning and Economic Development and Public Works have reviewed the proposed lot split at 1304 Desoto Ave. as described on the attached survey; and WHEREAS, the proposed lot split meets the requirements of Sections 67.304 and 67.406 of the Zoning Code, except for lot area; and WHEREAS, the City Council on May 14, 1987 held a public hearing to determine the advisability and necessity for the granting of variances from the strict application of the provisions of Sections 67.304 and 67.406 of the Zoning Code at which hearing all persons present were given an opportunity to testify; and WHEREAS, following said public hearing, the City Council made the following findings of fact: 1 . The property in question cannot be put to a reasonable use under the strict provisions of the code; 2. The plight of the landowner seeking to divide the property is due to circumstances unique to his property, and these circumstances were not created by the landowner; and 3.
