WHEREAS, Minnesota Statute 169. 81 allows a combination of vehicles
consisting of a truck and semi-trailer drawing one additional semi-trailer
to operate on the public highway only on divided highways having four or
more lanes of travel; and,
WHEREAS, The Commissioner of Transportation may designate certain
other routes for the purpose of providing access between such divided
highways of four or more lanes, subject to approval of the authority
having jurisdiction over such route; and,
WHEREAS, a request has been received to provide combination vehicle
access over existing truck routes; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby
approve the following routes as combination vehicle routes within the City
of Saint Paul:
Lafayette Road from T.H. 3 (Lafayette Freeway) to University Ave.
University Avenue from Lafayette Road to I-35-E.

Rationale) :
The United Parcel Service has requested permission to operate combination
vehicles on University Ave. and Lafayette Road between I-35E and Trunk Highway
3 (the Lafayette Freeway over the River) . Combination vehicles are allowed
on both I-35E and T.H. 3. United Parcel Service would make 5 southbound
trips per day between 9:00 P.M. and Midnight. See attached map.

HIGHLIGHTS OF THE COMMERCIAL VEHICLE ROUTE ORDINANCE
All trucks of 15 , 000 lbs . rated gross weight or under may travel on any
street in the city with the exception of city parks and restricted
parkways as shown on the map. The gross weight is the rated weight of the
vehicle or combination of vehicies whether or not it is loaded.
All trucks over 15 ,000 lbs . rated gross weight must use the routes '
designated on the raap except as follows :
Trucks may travel on any street within industrial districts and the
central business district .
When entering or leaving a truck terminal or making a pick up or delivery,
trucks shall reach or leave such location by traveling over the shortest
route from the nearest truck route. Direct travel between de3iveries,
without returning to truck routes , will be allowed where the distance
between delivery points does not exceed one mile.
For delivery or pick up purposes, commercial vehicles raay travel on
designated parkways between �he delivery or pick up location and adjacent
intersections .
No truck having an overall length of more than 30 feet shall enter an
alley in the central business district except by special �olice nermit .
Randolph Avenue and St .Clair Avenue between West Seventh Street and
Cleveland Avenue; and Grand Avenue between Dale Street and Cretin Avenue
are not designated truck routes . However, commercia3 vehicies over 15 , 000
lbs. rated gross weight, when making a delivery, a pick up, or when
traveling to or from a truck terminal located in the area bounded by
Mississippi River Boulevard, Marshall Avenue, Snelling Avenue, Selby
Avenue, Summit Avenue, Kellogg Boulevard, West Seventh Street, Otto Avenue
and Highland Parkway, shall consider Randolph Avenue between West Seventh
Street and Cleveland Avenue; St .Clair Avenue between West Seventh Street
and Cleveland Avenue; and Grand Avenue between Dale Street and Cretin
Avenue as truck routes, and all provisions of this ordinance applicable to
truck routes shall apply.
No vehicle 22 feet in length or longer or 7 feet in width or wider may
park on any city street or aliey for more than 30 minutes or for longer
than is reasonably necessary to ioad or unioad.
Clearly marked commercial vehicles may, between 8 : 00 AM and 11 : 00 AM, for
purposes of loading or unloading only, park in metered spaces without
payment or in truck loading zones . After 11 :00 AM, coramercial vehicles
may, for purposes of loading or unloading only, park in truck loading
zones to a maximum of 30 minutes.

the State of Minnesota from any claims, demands and
actions as a condition of granting a variance to the State
from State Standards for the S1XTH STREET PROJECT from
Hope to Cypress.

10. RESOLUTION: Agreement to indemnify, save and hoid harmless
the State of Minnesota from any ciaims, demands and
actions as a condition of granting a variance to the State
from State Standards for the LEXINGTON PARKWAY PROJECT.
These two items have already been acted on at City
Council .
