WHEREAS, said HRA's Developer has submitted a site plan for City review,
(said plan being acceptable to all Departments so submitted) which utilizes
the vacated streets and area where the proposed cul-de-sac was contemplated
for their development, with access from Robie Street rather than Winifred, and
replatting being an unnecessary expense that the Developer, Twin Cities
Housing Development Corporation (TCHDC) , utilizing bonds or other obligations
issued by the Minneapolis/Saint Paul Housing Finance Board for construction of
3-bedroom rental housing for low iricome families with children, cannot absorb.
NOW THEREFORE, HRA's request (specifically concurred in by the
Department of Public Works) is hereby granted, and said Council File
Resolution No. 273522 is hereby amended by deleting therefrom Conditions No.
2, 4 and 5. All other conditions therein shall remain in full force and
effect.

vacation of a portion of E. Winifred St. lying between Concord St. and Robie
St. File No. 12-1987
Conditions 2��4 and�5 n Council File Resolution No. 273522 adopted August 14,
1979 can be rescinded, provided the proposed new development as shown on the
attached plan is followed through on. Conditions�.#1,k#7,-and.#S�n the above named
resolution will be resolved by Certificate of Intended Non-Use and new easement
deeds at a later date. See the attached copy of the previous resolution.
