In April 1997, the City of Saint Paul under CF 96-1372 entered into a Development Agreement with the Science Museum of Minnesota to undertake a public redevelopment project including a 300,000 squaze feet museum, 825 caz spaces and certain related improvements (collectively the "Project"). 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 2. The Project is one of the first majar developments in the Riverfront Redevelopment Area and wili draw substantial numbers of visitors to the City and will have a significant impact on employment. 3. In March 1998, in CF 98-232 the City authorized condexnnation against Plastics to obtain the balance of the land on which the Project and Eagle Parkway were to be constructed. The City in CF 98-241 retained Dougheriy, Rumble and Butler for the condemnation proceeding that are still under way. NOW, THEREFORE, BE IT RESOLVED, upon recommendation of the Mayor, pursuant to Sec. 10.07.1 of the charter of the City of Saint Paul, does certify that there are available far appropriation $4,000,000 in funds in excess of those estimated in the 1999 budget, and upon the recommendation of the Director of the Office of Financial Services; that The 1999 City Budget is amended by the Council as attached in Exhibit A. 2. The Legal Services Contract of Doheriy, Rumble & Butler with respect to condemnation and relocation is ratified through June 30, 1999 and the appropriate City officials sha11 terminate said Contract effective June 30, 1999 and sha11 execute a new Legal Services Contract with Marc Manderscheid, the attorney prnnarily responsible for said legal work, with a rate not to exceed $150 per hour that allows for the completion of the condemna6on and relocarion of Plastics consistent with applicable laws. The purpose of the resolution was expiained in the closed session last month. It extends the legal services contract with Dougherty, Rumble and Butler, providing approval of the work they have done up to this time and for the balance of the negotiations. It also provides funding for the costs associated with the relocation of Plastics. A companion resolution providing the financing from the HRA will be on next week's HRA agenda. The purpose of the resolution was expiained in the closed session last month. It extends the legal services contract with Dougherty, Rumble and Butler, providing approval of the work they have done up to this time and for the balance of the negotiations. It also provides funding for the costs associated with the relocation of Plastics. A companion resolution providing the financing from the HRA will be on next week's HRA agenda. In April 1997, the City of Saint Paul under CF 96-1372 entered into a Development Agreement with the Science Museum of Minnesota to undertake a public redevelopment project including a 300,000 squaze feet museum, 825 caz spaces and certain related improvements (collectively the "Project"). 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 2. The Project is one of the first majar developments in the Riverfront Redevelopment Area and wili draw substantial numbers of visitors to the City and will have a significant impact on employment. 3. In March 1998, in CF 98-232 the City authorized condexnnation against Plastics to obtain the balance of the land on which the Project and Eagle Parkway were to be constructed. The City in CF 98-241 retained Dougheriy, Rumble and Butler for the condemnation proceeding that are still under way. NOW, THEREFORE, BE IT RESOLVED, upon recommendation of the Mayor, pursuant to Sec. 10.07.1 of the charter of the City of Saint Paul, does certify that there are available far appropriation $4,000,000 in funds in excess of those estimated in the 1999 budget, and upon the recommendation of the Director of the Office of Financial Services; that The 1999 City Budget is amended by the Council as attached in Exhibit A. 2. The Legal Services Contract of Doheriy, Rumble & Butler with respect to condemnation and relocation is ratified through June 30, 1999 and the appropriate City officials sha11 terminate said Contract effective June 30, 1999 and sha11 execute a new Legal Services Contract with Marc Manderscheid, the attorney prnnarily responsible for said legal work, with a rate not to exceed $150 per hour that allows for the completion of the condemna6on and relocarion of Plastics consistent with applicable laws.
