Dear Kiki:
At its April 22nd meeting, the Merriam Park Community Council considered the
plans for changing the intersection of the western end of Summit Avenue and
Dtississippi River Boulevard. A motion was assed which:
1) supports the lans as they exist for the west side of
_Mississip i River Boulevard, and
2) d_oes not support the lans for the east side
The plans for the east side of Mississippi River Boulevard would narrow the
Summit Avenue boulevard. The plans would change parking configurations,
affect the current view of the river from some residences, and impact usage
by runners and walkers.
Attached you will find a petition signed by almost everyone living on the
first block oP Summit who are opposed to the proposed change to the Summit
boulevard.

The District 14 Community Council would like to advise you of our
or anization s support for your sta s es n plan or the
stretch of the ississippi iver ou evard between Goodrich and
Summitz
The community council heard a presentation on this plan at our
April meeting . While there were people present who questioned
spendin � so much money on the moving of the monument , the
narrowing of Summit as it approaches the River Boulevard , and/or
building a new parking lot south of the location to which the
monument will be moved , a ma jority of our board believed the
proposed design plan is one which will enhance our community and
the city as a whole .
Of special concern to some of the residents of the area is the
proposed parking lot . While no one is suggesting that access to
the River Boulevard is not a problem, there are some who are
worried that the negatives associated with the proposed parking
lot might outweigh the benefits .
The existing parking lot has a reputation for being a site of
drug dealing and some neighbors have been concerned that this
would increase in a lot that is screened from view. Cantain Mike
Smith of the Southwest Team Police stated that he believes that
the proposed parkin� lot would be an improvement over the
existinQ one . It will be lined with trees but not screened from
view and will be able to be locked off at ni�ht. Additionally ,
he stated that he doubted that the new lot would contribute to
drug dealing because the new lot would be "out of the way , " there
would no longer exist any reason for people to be "hanging
around" there , and any drug dealers would "stand out like sore
thumbs . "
It is my belief that Captain Smith ' s views , influenced our
organization ' s decision to support the proposed parking lot .
iJe have had a long term concern about access to the River
Bouleva.rd particularly in view of the parking restrictions on
many of the streets adjacent to the Boulevard .

Several " users" of the Boulevard have requested that the
Summit/River Boulevard intersection include a drinking fountain
for runners , joggers and bikers. While no specific motion was
made to this effect , it appeared that there was strong agreement
on this matter . -

Consideration of Support for the Desi�n Plan for Mississippi River Boulevard
Between Goodrich and Summit: Tim Agnes of the Parks Department presented
their design plan for this stretch of the River Boulevard. Plans include
extension of pathways, road construction and lighting. Other plans include
landscaping, tree planing, narrowing of Summit as it approaches the Boulevard,
and moving the Monument up to approximately where the current parking lot is.
A new parking lot would be built to the south of the current one. Tom Kayser
pointed out that the Boulevard Design Committee which he chairs supports the
plan with the exception of the new parking lot which they believe should be
eliminated. Gayle Summers agreed, stating that the present lot has long been a
site of drug dealing. Abby Struck questioned spending money to move the
monument. Sara Pillow was concerned that narrowing Summit would result in
inability for drivers going west on Summit to loop back. Several peo le
commented on the need for parking so that people livin a distance from t e
oulevard can enjoy it._ A comment was made that a drinking fountain should be
installed for the benefit of joggers and bikers. (Tim Agnes said that would be
easy to do) Captain Smith of the Southwest Team Police said he thought the new
parking lot would be an improvement as it will be gated and far enough away
from the Monument that people hanging around there will have no excuse for
doing so.
A motion to support the design plan without the parking lot failed. A motion
to terminate debate passed. A motion to support the design plan passed.
Goals for 87-88: Pat Benson announced that we will talk about goals for the
coming year at the next meeting.
Addition to the AAenda: Sara Pillow reported that the Edgcumbe Rec Center
Booster Club will hold a fundraising Garage Sale on April 25.
