An administrative Resolution establishing the
, rate of pay for the class of Risk Manager in
the Salary Plan and Rates of Compensation
Resolution.
RESOLVED, that the title of Risk Manager shall be paid at the rate set forth
in Grade 29, Section I D 4, Professional Employees Supervisory Standard Ranges
(Salary Schedule R) of the Salary Plan and Rates of Compensation.
FURTHER RESOLVED, that this resolution shall take effect and be in force on
the first pay period after the passage, approval and publication of this resolution.

DESCRIPTION OF WORK
General Statement of Duties: Performs responsible managerial work
involving planning, directing, coordinating and evaluating a City-
wide compreheasive riek management program; and performs related
duties as required.
Supervision Received: Work is performed under the administrative
direction of a department head.
Supervision Exercised: Exercises general and/or technical
supervision over professional, technical and clerical employees.
TYPICAL DUTIES PERFORMED "
The listed examples may not include all duties performed by all
positions in this class.
Provides technical advice, information and support to City Managers
on risk and safety management matters.
Determines new approaches and methods for Citq departments and
divisions to increase the cost effectiveness of risk-related
programs.
Develops and oversees a loss management program to standardize and
consolidate assessment of risk factors for the City.
Evaluates the financial impact on the City of various risks and
selects the most efficient and effective method of addressing
those risks. �
Analyzes funding alternatives, determines appropriate funding
approach, provides technical direction for and coordinates
policies concerning workers compensation, unemployment
compensation, employee insurance, an asset protection program,
employee and public safety programs, propertq and casualty
protection and tort liabilitq.
Reviews, analyzes and makes recommendations for City requirements
for licensed vendors and activities.
Analyzes administrative and funding decisions, prepares a written
report and presents same to bonding rating companies regarding
risk management aspects of the City's Financial Statement.
Provides advice and aesistance on selected administrative issues
such as departmental sick leave utilization, employee and
supervisory performance, grievances, and the perfox�ance
management sqstem.
Directs the review of or reviews all contracts and leases for
appropriateness of insurance requirements and assures
compliance of those requirements.
Assesses the need for new or revised benefit programs and develops

Negotiates service contracts with Insurance Vendors; evaluates
aad manages the services provided
Develops detailed reports of actual and projected costs to the
City of various employee benefits.
Acts as a member of the Labor Relations Negotiating Team on issues
related to benefits.
Provides direction in the development of a Citq wide automated risk
management information system to centralize risk and benefit-
related data.
Directs the allocation of all insurance premiums, self-insured
losses and other program coets to operating units.
Studies goverament regulations, laws and rulings concerned with
risk, insurance and employee benefits, and workers
compensation; analyzes their impact on the Citq and its
programs and takes appropriate action.
RNOWLEDGES, SRILLS AND ABILITIES
Rnowledge of risk and employee benefit management principles and
programs. .
Rnowledge of laws, regulations and policies affecting public agency
risk and employee benefit programs, including Minnesota tort
liability and Minnesota workers' compensation statutes.
Rnowledge of public administration and City policies and
procedures.
Rnowledge of modern management techniques and supervisory
practices.
Ability to select, evaluate and negotiate contracts with vendors
of technical services.
Abilitq to use technical resources required to carrq out risk and
emploqee benefit functions.
Ability to cammunicate effectively both orally and in writing.
Ability to deal tactfully and effectively with elected and
appointed officials and bargaining unit representatives.
MINIMUM QUALIFICATIONS
College graduation and 5 qears professional experience in one or
more of the following areas: riek management, employee benefits
administratioa, or management analysis. One year of qualifying
experience must be at a senior management level in the field of
Risk Management. An associste in Risk Management Certificate may
be substituted for one year of general experience.
