An ordinance amending Chapter 101
of the St. Paul Administrative Code
by adding a new section establishing
alternates for the Civil Service
Commission
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 .
That Chapter 101 of the Saint Paul Administrative Code is
hereby amended to read as follows :
CHAPTER 101 . S9A4A4���F�—S9A4F�SPdSA��9Pd.—
CIVIL SERVICE COMMISSION.
101 .01 . Rlternates. In addition to the regular
membersof the" Civil Service Commission as established
by the City Charter, there shall be three alternates
appointed by the mayor with the consent of the city
council and the board of education of independent school
district number 625. An alternate shall serve in the
event of the inability of a regular member to attend
a Commission meeting or a hearing or of the existence
of a conflict of interest on behalf of a regular
member. Terms for alternates shall be six years,
\ except that one of the three alternates first appointed
shall serve for a term of two years and one for a
term of four years. The personnel director shall
contact alternates to serve in a rotating order.
For the first meeting or hearing for which an alternate
is needed the personnel director shall first contact
the alternate appointed for a two year term followed .

by the alternate appointed for a four year term and
then the alternate appointed for a six year term.
No more than one alternate may serve at any one time.
All appointments shall be from among the qualified
voters of the city who are in known sympathy with
the application of inerit principles to public employment.
No alternate may hold any office or employment under
the city. An alternate shall cease to be an alternate
to the Commission upon becoming a candidate for
elective city office. Any alternate may be removed
by the city council for cause after a hearing. Pro-
ceedings for removal may be initiated by the Mayor,
the City Council or the Board of Education.
101 .02. Civil Service Commission. Pursuant to
the Authority provided in section 12.02 of the Charter
of the City of Saint Paul , the council of the city of
Saint Paul does hereby fix the compensation to be
paid to each regular member or alternate sitting as a
member of the civil service commission to be $50 for
each meeting or hearing that the regular member or
alternate sitting as a member shall attend, but in no
event shall any regular commission member or alternate
sitting as a member receive more than $2,600 per annum
for attendance at such meetings and hearings.
Section 2.
As permitted by Section 6. 11 of the Saint Paul City Charter,
this ordinance shall take effect and be in force upon the effective
date of the ordinance amending City Charter Section 12.02 to pro-
vide for the appointment of alternates to the Civil Service Commission.

RE : Civil Service Commission Alternates
As you may recall , the City Council referred to the Charter
Commission an ordinance amending the City Charter by establishing
alternates to the Civil Service Commission. That ordinance
replaced an earlier one which had been referred to Finance
Committee. o
At its April 23 , 1987 meeting the City Charter Commission was
interested in approving the proposed amendment but wanted to
be:� sure the process for appointment which I had previously drafted
in the form of an amendment to Saint Paul Administrative Code
Chapter 101 was in place. I recommended to the �ommission that
it hold the Charter amendment until the amendment to Saint Paul
Administrative Code Section 101 was adopted and approved.
Rccordingly, � on behalf of the Commission I request that the
Council process the enclosed amendment for approval . You will
note that unlike other amendments it will not become effective
30 days following passage , approval and publication. Its
effective date will be the effective date of the Charter amendment.
