ABRAMS On September 2 , 1986 , a Saint Paul police officer , Mark Duenow, tagged a vehicle in a no parking zone at Target . When the officer observed what he believed to be an obscene gesture made by the passenger Lori J. Abrams , he stopped the car , ordered her out and placed her under arrest . While trying to handcuff Ms . Abrams , she held onto a sign post and Officer Duenow had to use force to pull her away from the post . She was than handcuffed and placed inside the squad car. The driver of the parked vehicle then talked to Officer Duenow and he agreed to release Ms . Abrams at that time . Ms . Abrams denies making an obscene gesture . As a result of this incident , Ms . Abrams claims she sustained bruises and marks on her extremities and emotional distress . She incurred medical , legal and miscellaneous expenses in an amount of $389 .00 . The initial demand submitted by Ms . Abrams ' attorney was for $12 , 000 . 00 . The complaint to the Internal Affairs Unit against Officer Duenow was sustained. Our office has made a compromise settlement with Ms . Abrams for $1 , 000.00 in settlement of her claim.
