thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate

PROJECT:
I mprove THOMAS AVENUE f rom Sne 11 i ng Avenue to Ham 1 i ne Avenue by
constructing a bituminous pavement, constructing concrete curb and
gutter, constructing catch basins, constructing an ornamental lantern
lighting system, reconstructing concrete waiks and drives where
necessary, and doing all other work necessary and incidental to said
improvement.

INITIATING ACTION:
This project was initiated by the Public Works Department and approved
through the Capital Improvement Budget (C.I.B.) Process.
EXI ST I NG CONDI TIONS:
Thomas Avenue from Snelling Avenue to Hamline Avenue was originally
graded in 1905. Curbing was placed in the section of Thomas Avenue from
Pascal Street to Hamline Avenue in the years of 1915, 1919 and 1932. The
roadway width is 32 feet. There is curb on the south side of Thomas
Avenue between Snelling Avenue and Asbury Street. A section of curb
exists on the north side of Thomas Avenue from Pascal Street to the alley
to the west. The existing curbs are badly deteriorated and the catch
basins are inadequate or in need of repair.
The riding surface is uneven and rough due to the oiled surface and years
of patching.
PROPOSED IMPROVEMENTS:
The proposed roadway w i i 1 be paved w i th bi tum inous surf ac ing and
concrete curb and gutter. The roadway width will be 44 feet from Snelling
Avenue to Asbury Street; and 36 feet from Asbury Street to Hamline
Avenue.

Concrete walks and drives will be constructed as necessary due to the
widening.
An ornamental lantern lighting system will be instailed and will be
assessed at the rate of t5.00 per assessable foot.
Park i ng w i 11 be a I i owed on both s i des f rom Sne i 1 i r� Avenue to Asbury
Street and on the south side from Asbury Street to Hamline Avenue.
ALTERNATES:
Several of the intersecting streets have already been upgraded to a paved
street. To do nothing would be inconsistent with our attempt to maintain
and improve our faci 1 ities. -
The oiling and patching of this street is costly and does nothing to improve
the neighborhood.
POSITIVE BENEFITS:
The roadway will be improved by widening to a 36 foot roadway on Thomas
Avenue from Asbury Street to Hamline Avenue. The 44 foot width from
Snelling Avenue to Asbury Street wi11 improve parking near the ch�ch and
playground areas.
New curb and gutter will improve the appearance of the neighborhood and
provide better drainage into the new catch basins. The bituminous surface
w i 11 improve the rideabi 1 i ty of the roadway.
The yearly costs of maintaining an oiled roadway wiil be saved.
ADVERSE EFFECTS:
There will be disruptions and inconvenience during the construction of this
project.
Due to construction two to three trees may need to be removed.
