V-0795 THOMAS AVENUE (Paving and Lighting) INITIATING ACTION: This project was initiated by the Public Works Department and approved through the Capital Improvement Budget (C.I.B.) Process. �XISTING CONDITIONS: Thomas Avenue from Dale Street to Marion Street was surfaced and had curbing constructed in 1954. The roadway width is 40 feet. This street is a bus route. The existing curb is in fair condition and some of the catch basins are inadequate or in need of repair. The riding surface is uneven and rough due to soii conditions, bus traffic, the oiled surface and years of patching. There is a fair amount of parking on both sides of the street and during years of heavy snowfall the roadway width for buses is narrow. PROPOSED IMPR4VEMENTS: The proposed improvement will consist of widening the roadway to 44 feet by constructing a bituminous pavement and concrete curb and gutter. New catch basins will be constructed and connected to the storm sewer. � . /rr-�j- 7p-� cij— Concrete walks and drives will be reconstructed as necessary due to the widening. A new street lighting system will be instailed. ALTERNATES: Several of the intersecting streets have already been upgraded to a paved street. To do nothing would be inconsistent with our attempt to maintain and upgrade our f ac i 1 i t i es. The oiling and patching of this street is costly and does not correct the soil problems, bus traffic or appearance of the neighborhood. POSITIVE BENEFITS: The roadway will be upgraded by widening to a width of 44 feet providing more lane width for the buses and pariced cars. New curb and gutter will improve the appearance of the neighborhood and provide better drainage into the new catch basins. The bituminous pavement wi l i improve the rideabi l ity of the roadway. The yearly costs of maintaining an oiled roadway wilf be saved. ADVERSE EFFECTS: Due to construction six to eight large trees may need to be removed. There will be disruptions and inconvenience during the construction of this project.
