The pavement and curbing was constructed in 1925 and overlayed in 1961. It is now in fair condition. The sidewaik is adequate and will remain in place. There are 15 boulevar� trees and only two trees should have to be removed for the widening. There is one lane of traffic in each direction, except in the morning rush hau�, when a rush ho�s� traffic ban on the east side of Cretin allows for an additionai lane. The existing sewer in Cretin Ave. is a combined stotm and s�itary sewer. The present /�DT is 23,000 vehicles per day. PROPOSED IMPROVENIENTS We propose to rec,�ade the entire roadway and cor�truct a new bituminous roadway with concrete c�b and gutter. The new roadway is proposed to be constructed 55 feet wide. This width will allow the inclusion of exclusive left turn lanes. A new storm sewer wiil aiso be constructed from Marshall to iglehart and will be reco�ected to the combined sewer at Marshall (a permanent connection to the proposed storm sewer in Marshali is tenatively scheduled for 1992, or when Marshail Ave. is upgraded). No construction work wouid be done on Marshali. Marshall Ave. wiil be restriped to ailow exclusive left turn lanes, and a rush hour parking b� wouid be implemented from 400 feet west of Cretin to 200 feet east of Cretin. Along with the reconstructi�n, a new traffic signal will be instalied with overhead signal indications and left t�mn arrows for ail approaches to the intersection similar to the University and 5nelling intersection. POSITIVE BENEFITS One of the positive benefits that wouid occur with this �oject is that the project wouid allow the instailation of exciusive left turn lanes �d two lanes of tt�ough movement on all approaches to the intersection. The project will also cause the installation of a new traffic signal that will provide left turn amows for all of the approaches. These two improvements should help to substantially relieve congestion at the intersection. . � ����� The second �d ma jor reason for the pro ject is to help alieviate the high n�nber ot left turning accidents that are occu�ring at this intersection. Over the last 3 years, there have been 132 traffic accidents reported at the intersection. Of these 132 accidents, 71 (or 549�) oF them involved left ttmning vehicles; 43 were property damage accidents only, and 28 were accidents that resuited in personal injury. it is strongly felt that with the changes in the operation of the traffic signal and the addition of the exciusive left turn lanes, that these accidents can be reduced dramatically. �A BENEFIT/COST analysis was done for this pro ject, and it was deternnlned that the pro ject has a BENEFIT/COST RATIO OF 7.69. ADVERSE EFFECTS There are several adverse effects that would be encountered with this project. First, parking would be banned between the ho�s of 7AM and 9AM; �d 3PM to 6PM on the south side of Marshall from 400 feet west of Cretin to 200 feet east of Cretin. This parking b� is necessary so that two lanes of ttu�ough traffic can be provided eastbax�d d�s�ing the rush hout's. With the widening ot Cretin Ave., some boulevard wili also be lost Most of the boulevard that wiil be r�emoved north of Marshall would be on the west side of Cretin, with oniy minor boulevard loss on the east side of Cr�tin. South of Marshall, the boulevard loss would be more evenly split between sides. It is anticipated that two tr�ees wiii have to be removed Traffic delays will be encountered and alternate routes necess�y, due to the construction. Construction is anticipated to take 45 days. ALTERNATES The do nothing alternate is not reaily a feasible alternative, since we do have a major safety problem at this intersection. Another alternative would be the banning of ail left turns at the intersection. This is not a good aiternative, because there are heavy left turn movements at the intersection. These left turning vehicles would be forced to find aiternate routes, and since there are no good alternatives, these vehicles would possibly cut through neighborhoods on less desirabie streets in order to make their turns. The oniy project that we feel will produce the desired results is the proposed project. �PECIAL CONSIDERATIONS Marshail Ave. is currently scheduled to have some type oF road work done in 1989 or 1990. It is �Icnown at this time what actually will be done on Marshall. � - � ���Q � There have been three alternatives pro�sed. The Cretin Ave. project will not involve any construction on Marshall Ave., other than some re-striping For the left turn )anes. For this reason, the traffic signal has been desi�ed in such a way that no matter which design ai ternative is chosen for Marshal l Ave., no additional work wi 11 have to be done to the traffic signai.
