The Saint Paul Police Department has received a grant from the Minnesota Department of Public Safety
for a Weed and Seed Program in the Thomas/Dale neighborhood of Saint Paui from July I, 1998, through
June 30, 1999.

o Thomas Dale has had a 55 % increase in the numher of families living in poverty (from
the 1990 census report as contrasted with the 1980 census repert)
o Police grids shoiv the highest crime rat�s in the city, approximately 20 violent crimes per
1,000 residents per year
o Thomas Daie has the highest per capita poputatioa of 5.6. Asian in the City of Saint Paul
(the largest percentage of whom are Hm4tig)
o AO% of the residents are under the age of 1 S
a 70% of the youth are af color -- compared ta 33% for the Giiy' oF Safnt Paui as a whole
NEEDS ASSESSNiENT:
While the Thomas Dale Community has more ihan its fair share of problcros, it atso has
multi£'arious resources actively respoodiag to tham - significanHy increasing potential for change.
" The TD community is the most diverse in ths City of Saint Pau1, which creates a unique
cultural bisnd of peopte. It has the Eargest conc�nuation of Eitnong people in Minnesota. The
comznunity nceds outrcach into its many cuttures to foster and encourage identi5cation witli
a common neighborhood
* The community has the lowest voter tumout in the oity which further ampli�es feelings of
being disenfranchised. Residencs need voter education.
* The police grids for the uea indicate the fughest crime rate in the oity -- approximateiy 20
vlolettt Cricttes pec 1,000 residents per year. The ce�msnunity aeeds continued focus ou crimc
pravention accivities through the block clubs.
* The community endures a large amount o£ misdemeanor crime, such as loitering, public

community needs to implement its housing revitalizatioa plan with accompanying resources.

youth energies on constructive and coaununiry buiiding activities. This agency is the recognized
provider of youth ser�ices for purposes of this initiative.

make up our community's racial, euL'ural and economie spectrum. 7'his ricia divecsity, over the
years, has been the community's heritage 8nd pride. �Iealthy ne:�hborhoods require continuing
invesiment in the mainieaance and repdir of tl��ir housing steck.
During our first year, a major goal ef this project �viil be to "weed out prabtems" by working to
identify residentia! properties naeding rehabiSitation, The steering committee will be requeSting
assisiance from the City's FO1tCE unit, Saint PauPs Plar�.ting and E; onomic Aevelopment
Depariment, I-Iousing inspectians and Public Hes1Lh I?epartments in order to provide sweeps
through our project area to help identify }ar��e*.Yies aeeding attention. LVhen located, property
owners will be iinked with both City inspectors �nd tt,e GFCbC to assess repair and safety needs.
Appropr.ate referrals to loan aad grant grograms for interior and exterior improvements will be
toordinated. Where appropriate, gzoperties which are not suitable for rehabi:itation tvilt be
removed. Sy kciliting together residenfial nei�hbors and the s(alted and sensitive GFCDC stxff ,

years. Code enforcement sweeps wi!( be conducted to tag offending property owners. Ptans are
underway to create a bright and beaatifu! blaok contest in the area to help set a lugher community

Youih are a major componeni of this program. The steering committee witE work to include
}routh training, intervention and education into aEf aspects of this program. A major goal is to
instili community values and staadards in our youth mafting them and tZieir parents &waze that they
are responsible for their actions. Weed ard Seed wilf work with the existing gang intervention
specisiists in the various law enforcernent units to ideniify problems withir� the projecY area and
witl provide intervention measures as needed. improved relationships bet-.veen area youth and tha
pciGce will be foscered and encouraged by holding join4 activities.
Youth will be offered the oppor:unity to become involved in the ensYalfation and the upkeep of a
planned block dub leaQer computer neiwork. This witt enable youth to n�i only participate 'sn a
community buitding effort but to leam the iechnicaF sldils noeded to make the systetn work.
Efforts will be made to wor(c togett�er with the Dispute Resolution Center to make fLesto�ative
Justice programrtung availabt� for offending youth and thdr erime victims within thc project area.

CITY OF SAINT PAUL PROFESSIONAL SERVICES AGREEMENT
THIS AGREENIEN'I' is made and entered into I�` day ofJuly, 1998, by and between THE
CITY OF SAIl�TI' PAUL, a political subdivision of the State of Minnesota, hereinafter called
"CITY," and Amherst H. Wilder Foundation, whose address is 919 Lafond, St. Paul, MN 55104
hereinafter called "WILDER".
WITNESSETH:
In consideration of the mutual terms and conditions, promises, covenants, and payments
hereinafter set forth, CITY and WILDER agree as follows:
SECTION 1. Scope of Services. The CITY does hereby retain WILDER to fumish
professional services and perform those tasks as outlined in this Agreement. WILDER agrees to
perform tasks and assumes all responsibilities associated with the activities necessary to carry
out the Thomas/Dale Weed and Seed Plan. This performance will include, but is not limited to,
meeting regularly and working with residents and members of the business community.
WILDER will provide fiscal agent administrative services for the Weed and Seed
Program and Weed and Seed Steerin� Committee.
WILDER will employ an individual to perform the duties of the Weed and Seed
Coordinator to accomplish pro�ram initiatives and promote community involvement as related
to the goals as set forth in the Thomas/Dale Weed and Seed Plan.
The WILDER Weed and Seed Coordinator will report directly to, and be overseen by,
the Weed and Seed Steering Committee.

The WILDER Weed and Seed Coordinator will be an employee of WII.bER and as such
will be subject to the personnel policies goveming the WILDER.
WILDER will be responsible for meetin� all deadlines and filing aIl necessary reports
and evaluations required as terms and conditions of the State Weed and Seed grant and any
additional reporting requirements mandated by ihe City of St. Paul.
WILDER is responsible for maintainin� all receipts, invoices, and requests for
reimbursement as they relate to supplies, equipment, and professional services which are
allowable expenses designated in the award.
SECTION 2. Time for Completion. The services rendered by WILDER shall be
commenced on or about July 1, 1998 and terminate on December 31, 1999. 4VILDER shall not
proceed with any task without specific authorization from the CITY. WILDER shall report as
required to the Weed and Seed Steerin� Committee, and the CITY.
SECTION 3. Changes in Scope of Services. CITY or WILDER may request chan�es
that would increase, decrease or otherwise modify the "Scope of Services." Such changes and
method of compensation must be authorized in �vriting in advance by the CITY.
SECTION 4. Billings and Pavment. That for WILDER's faithful performance of
this Agreement, the CITY hereby agrees to pay WILDER an amount not to exceed $100,000.00.
WILDER shall submit an itemized bill monthly. Upon receipt of the jnvoice and verification of
the charges, payment shall be made by the CTTY to WILDER within thirty (30) days.
SECTION 5. Independent Contractor. It is agreed by the parties that at all times and
for all purposes tivithin the scope of the Agreement, the relationship of the WILDER to the CITY

is that of independent contractor and not that of employee and that WILDER shall be entitled to
none of the rights, privileges, or benefits of Saint Paul employees.
SECTION 6. Termination. Either party to this A� eement may terminate it by �iving
no less than thirty (30) days written notice of the intent to terminate to the other party. In the
event of termination, WILDER will be paid by the CITY for all services actually, timely, and
faithfully rendered ap Yo the receipt of the notice of termination and Thereafter until the date of
termmation.
SECTION 7. Amendment of AQreement. This a�reement may be amended by
fiirther mutual written a�eement of the parties thereto.
IN WITNESS WHEREOF, the parties hereto have executed this Agreement, the day
and year first above written.

o Thomas Daie has the highest per capita poputatioa of 5.6. Asian in the City of Saint Paul
(the largest percentage of whom are Hm4tig)

While the Thomas Dale Community has more ihan its fair share of problcros, it atso has
multi£'arious resources actively respoodiag to tham - significanHy increasing potential for change.
" The TD community is the most diverse in ths City of Saint Pau1, which creates a unique
cultural bisnd of peopte. It has the Eargest conc�nuation of Eitnong people in Minnesota. The
comznunity nceds outrcach into its many cuttures to foster and encourage identi5cation witli
a common neighborhood
* The community has the lowest voter tumout in the oity which further ampli�es feelings of
being disenfranchised. Residencs need voter education.
* The police grids for the uea indicate the fughest crime rate in the oity -- approximateiy 20
vlolettt Cricttes pec 1,000 residents per year. The ce�msnunity aeeds continued focus ou crimc
pravention accivities through the block clubs.
* The community endures a large amount o£ misdemeanor crime, such as loitering, public

THIS AGREENIEN'I' is made and entered into I�` day ofJuly, 1998, by and between THE
CITY OF SAIl�TI' PAUL, a political subdivision of the State of Minnesota, hereinafter called
"CITY," and Amherst H. Wilder Foundation, whose address is 919 Lafond, St. Paul, MN 55104
hereinafter called "WILDER".
WITNESSETH:
In consideration of the mutual terms and conditions, promises, covenants, and payments
hereinafter set forth, CITY and WILDER agree as follows:
SECTION 1. Scope of Services. The CITY does hereby retain WILDER to fumish
professional services and perform those tasks as outlined in this Agreement. WILDER agrees to
perform tasks and assumes all responsibilities associated with the activities necessary to carry
out the Thomas/Dale Weed and Seed Plan. This performance will include, but is not limited to,
meeting regularly and working with residents and members of the business community.
WILDER will provide fiscal agent administrative services for the Weed and Seed
Program and Weed and Seed Steerin� Committee.
WILDER will employ an individual to perform the duties of the Weed and Seed
Coordinator to accomplish pro�ram initiatives and promote community involvement as related
to the goals as set forth in the Thomas/Dale Weed and Seed Plan.
The WILDER Weed and Seed Coordinator will report directly to, and be overseen by,
the Weed and Seed Steering Committee.

The WILDER Weed and Seed Coordinator will be an employee of WII.bER and as such
will be subject to the personnel policies goveming the WILDER.
WILDER will be responsible for meetin� all deadlines and filing aIl necessary reports
and evaluations required as terms and conditions of the State Weed and Seed grant and any
additional reporting requirements mandated by ihe City of St. Paul.
WILDER is responsible for maintainin� all receipts, invoices, and requests for
reimbursement as they relate to supplies, equipment, and professional services which are
allowable expenses designated in the award.
SECTION 2. Time for Completion. The services rendered by WILDER shall be
commenced on or about July 1, 1998 and terminate on December 31, 1999. 4VILDER shall not
proceed with any task without specific authorization from the CITY. WILDER shall report as
required to the Weed and Seed Steerin� Committee, and the CITY.
SECTION 3. Changes in Scope of Services. CITY or WILDER may request chan�es
that would increase, decrease or otherwise modify the "Scope of Services." Such changes and
method of compensation must be authorized in �vriting in advance by the CITY.
SECTION 4. Billings and Pavment. That for WILDER's faithful performance of
this Agreement, the CITY hereby agrees to pay WILDER an amount not to exceed $100,000.00.
WILDER shall submit an itemized bill monthly. Upon receipt of the jnvoice and verification of
the charges, payment shall be made by the CTTY to WILDER within thirty (30) days.
SECTION 5. Independent Contractor. It is agreed by the parties that at all times and
for all purposes tivithin the scope of the Agreement, the relationship of the WILDER to the CITY

is that of independent contractor and not that of employee and that WILDER shall be entitled to
none of the rights, privileges, or benefits of Saint Paul employees.
SECTION 6. Termination. Either party to this A� eement may terminate it by �iving
no less than thirty (30) days written notice of the intent to terminate to the other party. In the
event of termination, WILDER will be paid by the CITY for all services actually, timely, and
faithfully rendered ap Yo the receipt of the notice of termination and Thereafter until the date of
termmation.
SECTION 7. Amendment of AQreement. This a�reement may be amended by
fiirther mutual written a�eement of the parties thereto.

end Seed initlarive; Implementi�g Ehe stretegy; rnaking budget decisions or recommendations; and making ather
decieions requiretl tor ihe InICaWe. Meatings of fhe steering committes shafi be held within the 6oundaries of the Weed
and Seed aite whenaver posaible•

o Thomas Daie has the highest per capita poputatioa of 5.6. Asian in the City of Saint Paul
(the largest percentage of whom are Hm4tig)

While the Thomas Dale Community has more ihan its fair share of problcros, it atso has
multi£'arious resources actively respoodiag to tham - significanHy increasing potential for change.
" The TD community is the most diverse in ths City of Saint Pau1, which creates a unique
cultural bisnd of peopte. It has the Eargest conc�nuation of Eitnong people in Minnesota. The
comznunity nceds outrcach into its many cuttures to foster and encourage identi5cation witli
a common neighborhood
* The community has the lowest voter tumout in the oity which further ampli�es feelings of
being disenfranchised. Residencs need voter education.
* The police grids for the uea indicate the fughest crime rate in the oity -- approximateiy 20

invesiment in the mainieaance and repdir of tl��ir housing steck.
During our first year, a major goal ef this project �viil be to "weed out prabtems" by working to
identify residentia! properties naeding rehabiSitation, The steering committee will be requeSting
assisiance from the City's FO1tCE unit, Saint PauPs Plar�.ting and E; onomic Aevelopment
Depariment, I-Iousing inspectians and Public Hes1Lh I?epartments in order to provide sweeps
through our project area to help identify }ar��e*.Yies aeeding attention. LVhen located, property
owners will be iinked with both City inspectors �nd tt,e GFCbC to assess repair and safety needs.
Appropr.ate referrals to loan aad grant grograms for interior and exterior improvements will be

Another corttmunity goai is to instill a sense ofpride in the area by beau�i�ying and improving the
outward appearance of fhe community, brga�sizers of the act�ual ctasn up event sefieduled for
May 1999 wilt work to increase participation within the project area by 50 percent over previous
years. Code enforcement sweeps wi!( be conducted to tag offending property owners. Ptans are
underway to create a bright and beaatifu! blaok contest in the area to help set a lugher community
scancfard for the exteriar appearance of homes and yards.
o Youth involvement
Youih are a major componeni of this program. The steering committee witE work to include
}routh training, intervention and education into aEf aspects of this program. A major goal is to
instili community values and staadards in our youth mafting them and tZieir parents &waze that they
are responsible for their actions. Weed ard Seed wilf work with the existing gang intervention
specisiists in the various law enforcernent units to ideniify problems withir� the projecY area and
witl provide intervention measures as needed. improved relationships bet-.veen area youth and tha
pciGce will be foscered and encouraged by holding join4 activities.
Youth will be offered the oppor:unity to become involved in the ensYalfation and the upkeep of a

CITY OF SAINT PAUL PROFESSIONAL SERVICES AGREEMENT
THIS AGREENIEN'I' is made and entered into I�` day ofJuly, 1998, by and between THE
CITY OF SAIl�TI' PAUL, a political subdivision of the State of Minnesota, hereinafter called
"CITY," and Amherst H. Wilder Foundation, whose address is 919 Lafond, St. Paul, MN 55104
hereinafter called "WILDER".
WITNESSETH:
In consideration of the mutual terms and conditions, promises, covenants, and payments
hereinafter set forth, CITY and WILDER agree as follows:
SECTION 1. Scope of Services. The CITY does hereby retain WILDER to fumish
professional services and perform those tasks as outlined in this Agreement. WILDER agrees to
perform tasks and assumes all responsibilities associated with the activities necessary to carry
out the Thomas/Dale Weed and Seed Plan. This performance will include, but is not limited to,
meeting regularly and working with residents and members of the business community.
WILDER will provide fiscal agent administrative services for the Weed and Seed
Program and Weed and Seed Steerin� Committee.
WILDER will employ an individual to perform the duties of the Weed and Seed
Coordinator to accomplish pro�ram initiatives and promote community involvement as related
to the goals as set forth in the Thomas/Dale Weed and Seed Plan.
The WILDER Weed and Seed Coordinator will report directly to, and be overseen by,
the Weed and Seed Steering Committee.

The WILDER Weed and Seed Coordinator will be an employee of WII.bER and as such
will be subject to the personnel policies goveming the WILDER.
WILDER will be responsible for meetin� all deadlines and filing aIl necessary reports
and evaluations required as terms and conditions of the State Weed and Seed grant and any
additional reporting requirements mandated by ihe City of St. Paul.
WILDER is responsible for maintainin� all receipts, invoices, and requests for
reimbursement as they relate to supplies, equipment, and professional services which are
allowable expenses designated in the award.
SECTION 2. Time for Completion. The services rendered by WILDER shall be
commenced on or about July 1, 1998 and terminate on December 31, 1999. 4VILDER shall not
proceed with any task without specific authorization from the CITY. WILDER shall report as
required to the Weed and Seed Steerin� Committee, and the CITY.
SECTION 3. Changes in Scope of Services. CITY or WILDER may request chan�es
that would increase, decrease or otherwise modify the "Scope of Services." Such changes and
method of compensation must be authorized in �vriting in advance by the CITY.
SECTION 4. Billings and Pavment. That for WILDER's faithful performance of
this Agreement, the CITY hereby agrees to pay WILDER an amount not to exceed $100,000.00.
WILDER shall submit an itemized bill monthly. Upon receipt of the jnvoice and verification of
the charges, payment shall be made by the CTTY to WILDER within thirty (30) days.
SECTION 5. Independent Contractor. It is agreed by the parties that at all times and
for all purposes tivithin the scope of the Agreement, the relationship of the WILDER to the CITY

is that of independent contractor and not that of employee and that WILDER shall be entitled to
none of the rights, privileges, or benefits of Saint Paul employees.
SECTION 6. Termination. Either party to this A� eement may terminate it by �iving
no less than thirty (30) days written notice of the intent to terminate to the other party. In the
event of termination, WILDER will be paid by the CITY for all services actually, timely, and
faithfully rendered ap Yo the receipt of the notice of termination and Thereafter until the date of
termmation.
SECTION 7. Amendment of AQreement. This a�reement may be amended by
fiirther mutual written a�eement of the parties thereto.
