The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Improve the following streets by grading, paving, constructing concrete
curb and gutter, constructing storm water drainage facilities, and street
lighting system on NEBRASKA AVENUE from Atlantic Street to English
Street and ATLANTIC STREET AND CHAMBER STREET from Nebraska Avenue
to Hoyt Avenue.
INITIATING ACTf4N:
This project was initiated by the Department of Public Works because of
storm water drainage problems in the area.
EXISTING CONDITIONS:
The existing streets are of the oiled type with little or no crubing. Street
grades on or near Nebraska Avenue are quite f lat and a very large pond of
water stands on Nebraska Avenue af ter each rain.
When the storm/sanitary separation study for this area was completed it
was determined that the only way to correct this problem was to regrade
the streets to use existing storm sewers.
PROPOSED IMPROVEMENTS:
A new bituminous roadway with concrete curb and gutter is proposed. The
roadway width will be 32 feet for this project.
Curb openings will be provided for driveways, and drives will be regraded
and patched to match the new curb and gutter.

� ' Typical roadway improvements which have been constructed recentiy in
other residentiai areas are being proposed here.
POSITIVE BENEFITS:
Compiete improvement of the public right-of-way will eliminate the long
standing drainage probiems, and will greatly enhance and add to the
quality and character of the neighborhood. Maintenance costs will be
reduced.
ADVERSE EFFECTS:
There may be some minor disruption and inconvenience during construction
time.
