WHEREAS, The County has planned the improvement of McKnight Road
(CSAH 68) from Interstate 94 to East Third Street; and
1NHEREAS, The County will be expending County State Aid Highway
funds (S.AP. 62-668-27) on the improvement of said street; and
WHEREAS, Said improvement does not conform to the approved
minimum standards as previousiy adopted for such County State Aid
streets and that approvai of the proposed construction as a County State
Aid street project must, therefore, be conditioned upon certain parking
restrictions; and
WHEREAS, The extent of these restrictions, that wouid be a necessary
prerequisite to the approval of this construction as a County State Aid
project in the City, has been determined.
NOW, THEREFORE, IT IS HEREBY RESOLVED, That the City requests the
County to restrict the parking of motor vehicles on the west side of
McKnight Road from Interstate 94 to East Third Street.

1. VACATION: Petition of City of St. Paul for the vacation of .
WELLS STREET from Arcade to Mendota and part of the alley
in Block 2, Williams Rearrangement bounded by Arcade,
Bush, Mendota and York for the purpose of cortmercial
development ( laid over from 4-15-67) .
Recommended matter be withdrawn - already acted on.
2. 5/14/67 VACATION: Petition of Estelie and Donald Sell for the
vacation of GOODRICH AVENUE from Highway 35-E to
approximately 410 feet east bounded by Dale Street,
Lincoln and Grand Avenue 8 Highway 35-E. Purpose is to
ailow more effective utilization of the land now owned by
petitioners.
Laid over in Cortmittee to 5-13-87.
3. 5/5/87 RATIFICATION OF ASSESSMENTS: tmproving GABRIEL ROAD by
grading and paving, storm water drainage facilities,
sanitary sewer and sewer service connections. Also,
constructing a water main in Gabriel Road and water
service connections.

4. 5/12/87 FINAL ORDER: lmproving NEBRASKA AVENUE from Atiantic
Street to English Street; ATLANTIC STREET from Nebraska
Avenue to Hoyt Avenue and CHAMBERS AVENUE from Nebraska
Avenue to Hoyt Avenue by constructing concrete curb and
gutter, bituminous paving and constructing concrete
driveways and outwalks if required. Also constructing a
street lighting system and dotng ali work necessary to
complete said project. Also constructing sanitary, storm
and water connections, if requested by property owners.
Ali to be known as the NEBRASKA/ATLANTIC/CHAMBERS STREET
PAVING AND LIGHTING PROJECT. '

87) .

6. ORDINANCE: Granting permission to HRA to construct and
maintain stone facade within rights-of-way of E. 4TH
STREET between Jackson 8 Sibiey, SIBLEY between E. 4th &

Jackson, and JACKSON between E. Kellogg Bivd. and E. 4th
Street (base of public parking�ramp (Block L) as well as
other development on the block and above the ramp) .

9. RESOLUTION: Authorizing an agreement between the Cities of
St. Paul and West St. Paul and the County of Dakota
outlining responsibilities for cost, maintenance and
operation of a traffic signa) at SMITH AVENUE (T.H. 149)

Smith Avenue from Stevens Street in 5t. Paul to Dodd Road
in West St. Paul .

167 . 01 of the Legislative Code ;
Commercial (Courier) Vehicle Parking
Per our discussion of yesterday attached are two redrafted Ordinances
to be substituted for the initial draft ordinances receiving first
reading (Section 167 . 01) and second reading (Section 160. 04) on
Thursday, May 7 , 1987 . Please sign the originals and give them
to A1 Olson on Thursday.
The changes are cosmetic - the word "promptly" is deleted from
three places it appears and the carrier letter abbreviations ar�
placed in parenthesis in Section 160. 04; the full wording of the
carrier types and the new language at the end of the first sentence
of Section 1 of Sec. 167 . 01 in the latter ordinance.
