The pay differenrial between the Bridge Crew Leader and Bridge Maintenance Worker classes is not adequate given
the additional duties of a crew leader. This action is being requested to implement the recommendations from a
classification and compensation study conducted of the Bridge Crew Leader positions in the Public Works
Department.
ADVANTAGES IF APPROVED:
The Bridge Crew Leader will be appropriately compensated.
DISADVANTAGES IF APPROVED:
None. Funds for the salary increases haue already been placed in the Public Works Deparhnent budget.
DISADVANTAGES IF NOT APPROVED:
The Bridge Crew Leader will not be appropriately compensated, and the bargaining unit affected will most likely
pursue the unplementarion of this action.

Under supervision, to supervise and to act as a leader o£ a small crew of
Bridge Laborers in connection with the construction, maintenance, repair,
and cleaning o£ bridge walks and decks, retaining walls, fencing
guardrails, stairways, railings, drainage systems, and painting of
railings, stairways, and bridge structural members, etc., in the Public
Works Department. Also performs related duties as required.
Suvervision Received:
Works under close supervision of the Bridge Maintenance Supervisor I and
receives administrative supervision from the Bridge Maintenance Supervisor
II or Division Manager.
Sunervision Exercised:
Demonstrates and supervises a crew of Bridge Laborers by performing bridge
maintenance as the lead worker.
TYPICAL DUTIES PERFORMED

Background
The Bridge Crew Leader positions were studied at the request ofthe incumbents and Bargaining Unit
71 Laborers Loca1132 to determine appropriate compensation. Effective October 24, 1998, the pay
rate for Bridge Crew Leader will be $ i 8.08 an hour. The incumbents feel that the pay differenrial
between Bridge Crew Leader and Bridge Maintenance Worker is inadequate and that Bridge Crew
Leader should at least be paid at the same rate as Public Works Supervisor I for the following
reasons:
Bridge Crew Leaders -
* Act as a liaison between unit sapervisor and bridge maintenance workers; deal with day to-day
complaints and human relations aspects with assigned crew members.
* Responsible for the crew and daily work assignments at the job site; give direction to workers,
maintain and monitor day-to-day work progress.
• Require more Imowledge and sldlls including carpentry, concrete or masonry, imn work, welding,
and painting; the work is a blend of many different sldlls.
* Requue decision maldng
* Involve the operation of various tools and equipment including sophisti� ted or very expensive
equipment wlrich require formal training, e.g, bridge inspection reach-all �t'�u'�ck, laser and hydraulic
equipment.
* Increased responsibility; they provide a full range of services and ara now more proactive in
identifying and correcting deficiencies. Previously, bridge maintenance �rk consisted mostly of
cleaning, sweeping, and routine work.
The Bridge Division consists of the Bridge Engineering and Bridge Maintenance Sections. Bridge

Engineering is responsible for new bridge constructioq design, inspection, and project managemeirt.
Bridge Maintenance is responsible for cleaning, maintaining, repairing, and inspecting existing
bridges. Ofwhich, there are approa-imately 250 bridges (50 city-owned, 50 county-owned, 50 state-
owned, 50 railroad bridges, and 50 pedesh bridges).
The Bridge Maintenance Section consists of a Bridge Maintenance Supervisor II as unit supervisor,
Bridge Maintenance Supervisor I as assistant unit supervisor, Bridge Crew Leaders, Bridge
Maintenance Workers, and Painters.
Bridgemaintenanceworkconsists ofcleaning, constructing, installing, and repairingbridge structures
and snow plowing and removal. It also includes painting and inspection. However, painting and
bridge inspection aze not primary duties of a Bridge Crew Leader. A Painter is primarily responsibie
forpaintingbridge structures, BridgeEngineer andBridgeMaintenance SupervisorI andIIforbridge
inspection. Bridge structure consists of the foundation, decks, approaches, abutments, stairway
system, railing system, structural walls, sidewalks, and fencing.

Position Description
The Bridge Crew Leader positions perform Bridge Maintenance Worker duties and lead worker
duties.
Bridge Maintenance Worker Duties:
Perform preparatory and clean-up work. Load and unload tools, equipment, and materials; drive
truck to and from the job site; set up traffic signs and lane closures, may direct traffic; set up
equipment; clean and store tools and equipment, park and check truck for gas and oil; may perform
routine repair of tools and equipment.
Clean bridge stnzctures. Remove sand, dirt, debris salt residue, etc. Flush decks, walkways, slopes,
sidewalks, stairs, and approaches; clean expansion joints, beams and pipes undemeath bridges; sweep
decks and stairs; ciean catch basins and drainage systems; wash retaining wais and stairs; clear brush
and trees in surrounding azeas.
Maintain and repair bridge structures. Remove concrete, set forms, miac and pour new concrete;
trace, mark, and seal cracks; cubcleanlblow out/remove deteriorated concrete, apply epo�cy or
concrete using pneumatic gun; clup out, clean, and seal expansion joints; repair all tears and random
cracks, cement finishes sidewalks, decks, slope pavings, abutments and railings; repair flexbeams and

crash bazriers; grease and reset bearings.
Consduct or install sections of or entire new railings, guardrails, stairs, retaixring walls, fences,
reinforcemem bars, bridge decks and approaches.
Operate a wide variety of hand, power, and specialized tools and equipment used in bridge
maintenance work; operate bridge inspection vehicle.
Plow and remove snow and ice from bridge sidewalks and public walks.
Perform carpentry, concrete/cement, iron work/welding, and painting work, as follows:
* Carpentry - cut and install forms, wood and steel members; build scaffolding or staging, platforms, safety
balustrades, stairs; build or renovate new offices, put up walls and doors, sheetrock, cabinets, and new

* Concrete%ement work - miz and wheel sand, cement, and wet concrete. (See above duties regarding
maintaining and repairing bridge structures.)
* Iron work/welding - remove old beams or steel members, measure and cut steel with a torch or power saw,
drill holes and put bolts to replace steel members, fabricate parts of a tzuck or steel membcrs to repiace
deteriorated railing systems. (*Bridge structural welding is done only by a Bridge Crew Leader or Bridge
Maintenance Worker who is a certified welder.)
* Painting - remove or sandblast gcaffiti and assist painters in clean-up and removal of lead paint.
Lead WorkerDufies:
Lead the work of 2 to 4 Bridge Maintenance Workers.
Assign and prioritize the day-to-day work of assigned crew.
Ensure that the work is done timely and efficiently.
Demonstrate and ensure safe work methods and procedures.
Act as a communication link between unit supervisor and crew members, between office and job site.
Act as a primary contact at the job site regarding field changes, problems, accidents, and emergencies.
Prepare daily work reports and accident reports.

A. Crew Leaders - Sewer Gew Leader, Water Service Worker-Conirol Desk, Water System
Worker II, and Labor Gew Leader.
Sewer Crew Leader:
Effective October 24, 1998, the pay rate for Sewer Crew Leader will he $18.69 an hour.
Currently, there are 12 Sewer Crew Leaders. The positions in this class act as a leader of a small
crew of Sewer Services Workers in the cleaning, maintenance, construction, repair, and inspection
of sewers, manholes, catchbasins, pipe sewers, tunnel sewers, wet wells, and other sewer struckures.
This class requires one yeaz of eacperience as a Sewer 5ervices Worker and a commerciai driver's
license. A Sewer Services Crew Leader works under the close supervision of a Sewer Supervisor
I. The duties are as follows:
* Leads a crew engaged in sewer maintenance, construction, repair, cleaning, and inspection.
* Reviews work assignmems with crew members to ensure understanding of work assignments, safety
requirements, and equipment needed.
* Monitors daily performance of crew members; resolves technical and interpersonal problems.
* Analyzes pmblems reported by crew members, reports problems to the supervisor; suggests and implements
solutions within scope of authority.
* Reviews assignments and the site itself to ensure that required safety equipment is available and is properly
used; enforces safety procedures.
* Demonstrates safe work methods and procedures.
* Conducts immediate on-site training as needed.
* Completes daily work reports and a variety of structured reports; provides reports on crew member
performance on daily workshcets.
� Performs and leads inspection of sewers; makes reports on problems and suggests priority for the work;
makes sure inspection forms aze complete; schedules and prioritizes work, assigns and monitors crew activities;

receiving and dissem�inating information regazding the Water Utility's distribution system and direct
off-shift crews. Tlris class requires 2 years of ea�perience as a Water Utility Worker II or 4 yeazs as
a Water Utility Worker I or Water System Worker I. A Water Service Worker works under the
technical and general supervision of a Water Maintenance/Services Supervisor. The duties aze as
follows:
* Determines work prioriry of off-shift crew.

* Dispatches crew on shut-offs and turn-0ns of customer water services.
* Receives reports of fire and dispatches tnxck and crew to the fire location.

Effective October 24, 1998, the pay rate for Water System Worker II will be $18.09.
G�nently, there are 25 Water System Worker II's. The positions in this class perform responsible
work making pipe and valve connection of all sizes in the installation and repair of water distriburion
systems. This class requires 1 year of eacperience as a Water Utility Worker II or Water System
Worker I, or 2 yeazs as a Water Utility Worker I, and a commercial driver's license. A Water System
Worker II works under the technical and generai supervision of a Water Maintenance/Services
Supervisor. The duties are as follows:
* Ensures safety of work site, work crew, and the public; installs traffic control devices.
* Acts as "competent" person at the work site in the absence of the supervisor.
* Coordinates with outside general contractors; provides information regazding Water Utility standards,
location, and grading of facilities; corrects contractor's work as nceded.

vacant. Based on the 1966 class specification, a Labor Crew Leader performs and acts as a lead
worker of unsldlled and semi-skilled laborers. The duties are as follows:
* Leads a work crew; makes sure that instructions of supervisor aze carried out, thatthe crew works efficiently
and safely, and that tools and equipment aze accounted for.
* Makes time and work reports and keeps records of materials used.
* Wheels rock and sand to concrete mixer; wheels wet concrete from mixer, spreads, and tamps concrete.
* Excavates trenches far curbs to line and grade.
* Assists in setting forms for concrete curbs and sidewallcs.
* Shovels hot asphalt from trucks; cuts old asphalt.
* Sets and removes forms for sewers.
* Drives sheathing.
* Lays sewers or drainage pipes.
* Prepazes asphalt surfaces for repair, applies tack coating.
* Sweeps streets.

Effective October 24,1998, the bi-weekly rate for Grade 36 will be $1716.80 -$1763 39 or $21.46 -
$22.04 an hour. The bi-weekly rate for Grade 38 will be $1812.15 -$1864.16 or $22.65 -$23.30

Bridge Maintenance Supervisor L•
Ttris class requires 4 yeazs of experience in bridge construction/maintenance, at least 2 years ofwluch
must have been as Bridge Crew Leader or bridge supervisory experience, certificauon as a Level I
Bridge Safety Inspector Assistant, and a Class D driver's license. ABridge Maintenance Supervisor
I works under the general supervision of a Bridge Maintenance Supervisor II. Currently, there is one
posirion in this class. The duties aze as follows:
* Acts as assistaut or nelct-in-line to the Bridge Maintenance Supervisor II, unit supervisor.
* Supervises crews in the clean-up, maintenance, constrnciion, and repair of bridge structures.
* Supervises the painting of bridge structural members, stairways, and railings and the removal of paint.
* Supervises, schedules, and assigus crews for snow plowing operations.
* Assigns/schedules and monitors the work of the crews and contractor and subcontractor personnel.
* Inspects bridge structures for repair work; assigns work orders to bridge crews.
* Inspects equipment for defects and recommends repair or replacement of equipment.
* Investigates complaints and vehiculaz accident damage reports and schedules repairs to damaged City
properry.
* Investigates complaints of safety hazards and recommends corrective measures.
* Reviews projected annual workload and new projects, daily and weekly work schedules, including planning
and scheduling both sewer and bridge work and bridge inspections.
* Reviews working conditions and practices for compliance with State and local safety regulations.

or equivalent, reading comprehension at the 9�` grade level, and a Class D driver's license. A Public
Works Supervisor I works under the close to moderate supervision of a higher level Public Works
Supervisor position. Currently, there are 11 positions in this class. The duties are as follows:
* Supervises the construction and repair of streets, alleys, curbs, and sidewalks; street or a11ey
grading; seal coating operations; street sweeping and flushing; spreading of sand, cinders, and salt;
removal of snow, ice, and refixse from streets and sidewalks; scarifying, blading, and oiling streets;
or
* Supervises the dispatching of trucks and motorized equipment; assigns truck drivers and other

This class requires 3 years of experience as a Sewer Crew Leader or 5 years as a Sewer Services
Worker, a Class S-D certificate issued by the MN Pollution Control Agency, a Class S-C certificate
issued by the MN Pollution Control Agency, and Class B Commercial Driver's License. A Sewer
Supervisor I works under the close to moderate supervision of a higher-level Sewer Service
Supervisor. C�nently, there are 3 positions in this class. The duties are as follows:
* Supervises Sewer Crew Leaders in the maintenance of pump and flood stations; arranges for repair to pump
or flood stations; or
* Supervises Sewer Crew Leaders and Operators in the cleaning of main sewers.
* Inspects larger sewers for cleaning or repair work needed.
* lnspects work of field crews to assure quality and productivity.

Supervisor I works under the technical and general supervision of a higher-level unit supervisor.
Cunently, there is one position in this class. The duties are as follows:

license. A Water Service Supervisor works under the general supervision of a unit supervisor of division
manager. Currently, there are 12 positions in tUis class. T4se duties aze as follows:

* Supervises the maintenance of a municipal golf course by.laboring crews irrigating, fertilizing, repairing, and
mowing turf; pnwing trees and bushes; applying chemicals to turf.
* Develops and implemeirts a comprehensive turf management program.

Maintenance Supervisor II or other unit supervisor. Currendy, there aze 4 positions in this class. The
duties aze as follows:
* Supervises the maintenance of City pazks, recreation centers, and laboring crews including grass mowing,
snow removal, irrigation, special event project activities, and maiutaining picnic, Zoo and Conservatory
grounds.

Comparisan:
Effective October 24, 1998, the pay differential between Bridge Crew Leader and Bridge
Maintenance Worker is $Q.69 an hour. The average pay differential between Crew Leaders
and MaintenancelService Workers in Bazgaining Unit 71 Local 132 is $1.05 an hour. (See
Item 3 below)
ABridge Crew Leader has more responsibility than a Bridge Maintenance Worker. ABridge
Maintenance Worker performs bridge maintenance duties. A Bridge Crew Leader performs
bridge maintenance and lead worker duries A Bridge Crew Leader leads the work of 2- 4
Bridge Maintenance Workers.
2. Effective October 24, 1998, in Bargaining Unit 71 Laborers Local 132, Bridge Maintenance

Worker at $17.39 an hour is the highest paid laborer class; Bridge Maintenance Crew Leader
at $18.08 an hour is not the highest paid crew leader class. Water System Worker II is paid
$18.09, Water Service Worker-Control Desk $18.14, and Sewer Crew I.eader $18.69 an
hour. Labor Crew Leader is $17.65 an hour.
It appears that inspection is one duty of a Sewer Crew I.eader that is not performed by a
Bridge Crew Leader as a primary duty. However, the comparison does not apply to the
Water System Worker II who has some inspection work, but is paid about the same as Bridge
Crew Leader. It is also difficult to compare the technical difficulty of the repair work
involved in each of these classes based on the information available.
3 The average pay differential between the Crew Leaders and Maintenance/Service Workers
inBargaining Unit 71 Local 132 is $1.05 an hour, from $0.82 between Water System Worker
I and II to $1.42 between Sewer Crew Leader and Sewer Services Worker. The pay
differential between Bridge Crew Leader and Bridge Maintenance Worker is $0.69 an hour.
4. The Bridge Maintenance Supervisor I in Bargaining Unit 10 M&M Supervisors is paid $4.57
to $5.22 an hour more than Bridge Crew Leader (excluding benefits). ABridge Maintenance
Supervisor I has more responsibility than a Bridge Crew Leader, as follows:
a) Leads 2 to 4 Bridge Maintenance Workers.
b) Acts as assistant or neat-in-line to Bridge Maintenance Supervisor II; assists unit
supervisor in supervising the unit.
c) Supervises crews instead of a crew.
d) Has responsibility for overall planning and scheduling
e) Monitors work of crews, contractors and subconuactors.
fl Inspects bridge structures and equipment for repairJreplacement; requires certification as
a Level 1 Bridge Safety Tnspector Assistant.
g) Invesrigates complaints, vehicular accident damage reports, and safety hazards.,
h) Reviews annual workload and new projects, working conditions for compliance, and daily
work reports from bridge crew leaders.
i) Coordinates in-service safety training.
j) Has administrative duties in the areas of reseazch, monitoring of eJCpendihues, payments,
and budget.
Lastly, BridgeMaintenance Supervisor I has higherminimum qualificationsthanBridge Crew
Leader.
5. The incumbents feel that Bridge Crew Leader should at least be paid at the same rate as
Public Works 5upervisor I. To do the comparison, the position was also compared with the
other classes in the same grade as Public Works Supervisor I. These ciasses are Sewer
Supervisor I, Traffic Maintenance Supervisor I, Water Maintenance Supervisor, Water
Service Supervisor, Forestry Supervisor I, Golf Course Superintendent, Pazks Maintenance

a) Investigation of and resolving complaints.
b) Review of worlang conditions and practices for compliance with State and Local
regulations.
c) Coordination of in-service safety trainuig.
d) Admixristrative duties in the following areas: keeping time records, maldng cost
distributions, maintaining payroll, maintaiiilng equipment, requisitioning equipment and
supplies, maintaining records, preparing and submitting reports, preventive maintenance,
inventory, supply and equipment needs estimate, and budget.
e) Inspection and coordination responsibility.
fl Overall piannnig and scheduling responsibility.
g) Developing and implementing a program.
h) More contact with the public, outside agencies, other divisions and departments for
coordination purposes.
Lasfly, these first-line supervisory classes have higher minimum qualifications than Bridge
Crew Leader.
6. The Bridge Crew Leader is more comparable to the crew leaders than the first-line
supervisors in terms of level of responsibility and minimum qualifications.
QES Analysis
The QES analysis supports upgrading the pay rate for Bridge Crew Leader.
Recommendation
I recommend that the pay rate for Bridge Crew Leader should be upgraded to $18.87 from $18.08
an hour.
Note: The pay rate for Bridge Crew Leader at Che time of the study was $18.08.
The current rate is $18.21.

classification and compensation study conducted of the Bridge Crew Leader positions in the Public Works

The Bridge Crew Leader positions were studied at the request ofthe incumbents and Bargaining Unit
71 Laborers Loca1132 to determine appropriate compensation. Effective October 24, 1998, the pay
rate for Bridge Crew Leader will be $ i 8.08 an hour. The incumbents feel that the pay differenrial
between Bridge Crew Leader and Bridge Maintenance Worker is inadequate and that Bridge Crew
Leader should at least be paid at the same rate as Public Works Supervisor I for the following

The Bridge Crew Leader positions perform Bridge Maintenance Worker duties and lead worker
duties.
Bridge Maintenance Worker Duties:
Perform preparatory and clean-up work. Load and unload tools, equipment, and materials; drive
truck to and from the job site; set up traffic signs and lane closures, may direct traffic; set up

Worker at $17.39 an hour is the highest paid laborer class; Bridge Maintenance Crew Leader
at $18.08 an hour is not the highest paid crew leader class. Water System Worker II is paid
$18.09, Water Service Worker-Control Desk $18.14, and Sewer Crew I.eader $18.69 an
hour. Labor Crew Leader is $17.65 an hour.
It appears that inspection is one duty of a Sewer Crew I.eader that is not performed by a
Bridge Crew Leader as a primary duty. However, the comparison does not apply to the
Water System Worker II who has some inspection work, but is paid about the same as Bridge
Crew Leader. It is also difficult to compare the technical difficulty of the repair work
involved in each of these classes based on the information available.
3 The average pay differential between the Crew Leaders and Maintenance/Service Workers
inBargaining Unit 71 Local 132 is $1.05 an hour, from $0.82 between Water System Worker
I and II to $1.42 between Sewer Crew Leader and Sewer Services Worker. The pay
differential between Bridge Crew Leader and Bridge Maintenance Worker is $0.69 an hour.
4. The Bridge Maintenance Supervisor I in Bargaining Unit 10 M&M Supervisors is paid $4.57
to $5.22 an hour more than Bridge Crew Leader (excluding benefits). ABridge Maintenance
Supervisor I has more responsibility than a Bridge Crew Leader, as follows:
a) Leads 2 to 4 Bridge Maintenance Workers.
b) Acts as assistant or neat-in-line to Bridge Maintenance Supervisor II; assists unit
supervisor in supervising the unit.
c) Supervises crews instead of a crew.
d) Has responsibility for overall planning and scheduling
e) Monitors work of crews, contractors and subconuactors.
fl Inspects bridge structures and equipment for repairJreplacement; requires certification as
a Level 1 Bridge Safety Tnspector Assistant.
g) Invesrigates complaints, vehicular accident damage reports, and safety hazards.,
h) Reviews annual workload and new projects, working conditions for compliance, and daily
work reports from bridge crew leaders.
i) Coordinates in-service safety training.
j) Has administrative duties in the areas of reseazch, monitoring of eJCpendihues, payments,
and budget.
Lastly, BridgeMaintenance Supervisor I has higherminimum qualificationsthanBridge Crew
Leader.
5. The incumbents feel that Bridge Crew Leader should at least be paid at the same rate as
Public Works 5upervisor I. To do the comparison, the position was also compared with the
other classes in the same grade as Public Works Supervisor I. These ciasses are Sewer
Supervisor I, Traffic Maintenance Supervisor I, Water Maintenance Supervisor, Water
Service Supervisor, Forestry Supervisor I, Golf Course Superintendent, Pazks Maintenance

Supervisor I, and Zoo Supervisor in Grade 36 ofBargaining Unit 10 Manual & Maintenance
Supervisors. The classes aze paid $3.38 to $3.96 an hour more than Bridge Crew Leader.
These classes have more responsibility than Bridge Crew Leader in the following areas:
a) Investigation of and resolving complaints.
b) Review of worlang conditions and practices for compliance with State and Local
regulations.
c) Coordination of in-service safety trainuig.
d) Admixristrative duties in the following areas: keeping time records, maldng cost
distributions, maintaining payroll, maintaiiilng equipment, requisitioning equipment and
supplies, maintaining records, preparing and submitting reports, preventive maintenance,
inventory, supply and equipment needs estimate, and budget.
e) Inspection and coordination responsibility.
fl Overall piannnig and scheduling responsibility.
g) Developing and implementing a program.
h) More contact with the public, outside agencies, other divisions and departments for
coordination purposes.
Lasfly, these first-line supervisory classes have higher minimum qualifications than Bridge
Crew Leader.
6. The Bridge Crew Leader is more comparable to the crew leaders than the first-line
supervisors in terms of level of responsibility and minimum qualifications.
QES Analysis
The QES analysis supports upgrading the pay rate for Bridge Crew Leader.
Recommendation
I recommend that the pay rate for Bridge Crew Leader should be upgraded to $18.87 from $18.08
an hour.
Note: The pay rate for Bridge Crew Leader at Che time of the study was $18.08.
The current rate is $18.21.

the additional duties of a crew leader. This action is being requested to implement the recommendations from a
classification and compensation study conducted of the Bridge Crew Leader positions in the Public Works
Department.

The Bridge Crew Leader positions were studied at the request ofthe incumbents and Bargaining Unit
71 Laborers Loca1132 to determine appropriate compensation. Effective October 24, 1998, the pay
rate for Bridge Crew Leader will be $ i 8.08 an hour. The incumbents feel that the pay differenrial
between Bridge Crew Leader and Bridge Maintenance Worker is inadequate and that Bridge Crew
Leader should at least be paid at the same rate as Public Works Supervisor I for the following
reasons:
Bridge Crew Leaders -
* Act as a liaison between unit sapervisor and bridge maintenance workers; deal with day to-day
complaints and human relations aspects with assigned crew members.
* Responsible for the crew and daily work assignments at the job site; give direction to workers,
maintain and monitor day-to-day work progress.
• Require more Imowledge and sldlls including carpentry, concrete or masonry, imn work, welding,
and painting; the work is a blend of many different sldlls.
* Requue decision maldng
* Involve the operation of various tools and equipment including sophisti� ted or very expensive
equipment wlrich require formal training, e.g, bridge inspection reach-all �t'�u'�ck, laser and hydraulic
equipment.
* Increased responsibility; they provide a full range of services and ara now more proactive in

The Bridge Division consists of the Bridge Engineering and Bridge Maintenance Sections. Bridge

Engineering is responsible for new bridge constructioq design, inspection, and project managemeirt.
Bridge Maintenance is responsible for cleaning, maintaining, repairing, and inspecting existing
bridges. Ofwhich, there are approa-imately 250 bridges (50 city-owned, 50 county-owned, 50 state-
owned, 50 railroad bridges, and 50 pedesh bridges).
The Bridge Maintenance Section consists of a Bridge Maintenance Supervisor II as unit supervisor,
Bridge Maintenance Supervisor I as assistant unit supervisor, Bridge Crew Leaders, Bridge
Maintenance Workers, and Painters.
Bridgemaintenanceworkconsists ofcleaning, constructing, installing, and repairingbridge structures
and snow plowing and removal. It also includes painting and inspection. However, painting and
bridge inspection aze not primary duties of a Bridge Crew Leader. A Painter is primarily responsibie
forpaintingbridge structures, BridgeEngineer andBridgeMaintenance SupervisorI andIIforbridge
inspection. Bridge structure consists of the foundation, decks, approaches, abutments, stairway
system, railing system, structural walls, sidewalks, and fencing.

Position Description
The Bridge Crew Leader positions perform Bridge Maintenance Worker duties and lead worker
duties.
Bridge Maintenance Worker Duties:
Perform preparatory and clean-up work. Load and unload tools, equipment, and materials; drive
truck to and from the job site; set up traffic signs and lane closures, may direct traffic; set up
equipment; clean and store tools and equipment, park and check truck for gas and oil; may perform
routine repair of tools and equipment.
Clean bridge stnzctures. Remove sand, dirt, debris salt residue, etc. Flush decks, walkways, slopes,
sidewalks, stairs, and approaches; clean expansion joints, beams and pipes undemeath bridges; sweep
decks and stairs; ciean catch basins and drainage systems; wash retaining wais and stairs; clear brush
and trees in surrounding azeas.
Maintain and repair bridge structures. Remove concrete, set forms, miac and pour new concrete;
trace, mark, and seal cracks; cubcleanlblow out/remove deteriorated concrete, apply epo�cy or
concrete using pneumatic gun; clup out, clean, and seal expansion joints; repair all tears and random
cracks, cement finishes sidewalks, decks, slope pavings, abutments and railings; repair flexbeams and

crash bazriers; grease and reset bearings.
Consduct or install sections of or entire new railings, guardrails, stairs, retaixring walls, fences,
reinforcemem bars, bridge decks and approaches.
Operate a wide variety of hand, power, and specialized tools and equipment used in bridge
maintenance work; operate bridge inspection vehicle.
Plow and remove snow and ice from bridge sidewalks and public walks.
Perform carpentry, concrete/cement, iron work/welding, and painting work, as follows:
* Carpentry - cut and install forms, wood and steel members; build scaffolding or staging, platforms, safety
balustrades, stairs; build or renovate new offices, put up walls and doors, sheetrock, cabinets, and new

maintaining and repairing bridge structures.)
* Iron work/welding - remove old beams or steel members, measure and cut steel with a torch or power saw,

deteriorated railing systems. (*Bridge structural welding is done only by a Bridge Crew Leader or Bridge
Maintenance Worker who is a certified welder.)

A. Crew Leaders - Sewer Gew Leader, Water Service Worker-Conirol Desk, Water System
Worker II, and Labor Gew Leader.
Sewer Crew Leader:
Effective October 24, 1998, the pay rate for Sewer Crew Leader will he $18.69 an hour.
Currently, there are 12 Sewer Crew Leaders. The positions in this class act as a leader of a small
crew of Sewer Services Workers in the cleaning, maintenance, construction, repair, and inspection
of sewers, manholes, catchbasins, pipe sewers, tunnel sewers, wet wells, and other sewer struckures.
This class requires one yeaz of eacperience as a Sewer 5ervices Worker and a commerciai driver's
license. A Sewer Services Crew Leader works under the close supervision of a Sewer Supervisor
I. The duties are as follows:
* Leads a crew engaged in sewer maintenance, construction, repair, cleaning, and inspection.
* Reviews work assignmems with crew members to ensure understanding of work assignments, safety
requirements, and equipment needed.
* Monitors daily performance of crew members; resolves technical and interpersonal problems.
* Analyzes pmblems reported by crew members, reports problems to the supervisor; suggests and implements
solutions within scope of authority.
* Reviews assignments and the site itself to ensure that required safety equipment is available and is properly
used; enforces safety procedures.
* Demonstrates safe work methods and procedures.
* Conducts immediate on-site training as needed.
* Completes daily work reports and a variety of structured reports; provides reports on crew member
performance on daily workshcets.
� Performs and leads inspection of sewers; makes reports on problems and suggests priority for the work;

receiving and dissem�inating information regazding the Water Utility's distribution system and direct
off-shift crews. Tlris class requires 2 years of ea�perience as a Water Utility Worker II or 4 yeazs as
a Water Utility Worker I or Water System Worker I. A Water Service Worker works under the
technical and general supervision of a Water Maintenance/Services Supervisor. The duties aze as
follows:
* Determines work prioriry of off-shift crew.

G�nently, there are 25 Water System Worker II's. The positions in this class perform responsible
work making pipe and valve connection of all sizes in the installation and repair of water distriburion
systems. This class requires 1 year of eacperience as a Water Utility Worker II or Water System
Worker I, or 2 yeazs as a Water Utility Worker I, and a commercial driver's license. A Water System
Worker II works under the technical and generai supervision of a Water Maintenance/Services
Supervisor. The duties are as follows:
* Ensures safety of work site, work crew, and the public; installs traffic control devices.
* Acts as "competent" person at the work site in the absence of the supervisor.
* Coordinates with outside general contractors; provides information regazding Water Utility standards,
location, and grading of facilities; corrects contractor's work as nceded.

Maintenance Supervisor II or other unit supervisor. Currendy, there aze 4 positions in this class. The

snow removal, irrigation, special event project activities, and maiutaining picnic, Zoo and Conservatory
grounds.

ABridge Crew Leader has more responsibility than a Bridge Maintenance Worker. ABridge
Maintenance Worker performs bridge maintenance duties. A Bridge Crew Leader performs
bridge maintenance and lead worker duries A Bridge Crew Leader leads the work of 2- 4
Bridge Maintenance Workers.
2. Effective October 24, 1998, in Bargaining Unit 71 Laborers Local 132, Bridge Maintenance

Worker at $17.39 an hour is the highest paid laborer class; Bridge Maintenance Crew Leader
at $18.08 an hour is not the highest paid crew leader class. Water System Worker II is paid
$18.09, Water Service Worker-Control Desk $18.14, and Sewer Crew I.eader $18.69 an
hour. Labor Crew Leader is $17.65 an hour.
It appears that inspection is one duty of a Sewer Crew I.eader that is not performed by a
Bridge Crew Leader as a primary duty. However, the comparison does not apply to the
Water System Worker II who has some inspection work, but is paid about the same as Bridge
Crew Leader. It is also difficult to compare the technical difficulty of the repair work
involved in each of these classes based on the information available.
3 The average pay differential between the Crew Leaders and Maintenance/Service Workers
inBargaining Unit 71 Local 132 is $1.05 an hour, from $0.82 between Water System Worker
I and II to $1.42 between Sewer Crew Leader and Sewer Services Worker. The pay
differential between Bridge Crew Leader and Bridge Maintenance Worker is $0.69 an hour.
4. The Bridge Maintenance Supervisor I in Bargaining Unit 10 M&M Supervisors is paid $4.57
to $5.22 an hour more than Bridge Crew Leader (excluding benefits). ABridge Maintenance
Supervisor I has more responsibility than a Bridge Crew Leader, as follows:
a) Leads 2 to 4 Bridge Maintenance Workers.
b) Acts as assistant or neat-in-line to Bridge Maintenance Supervisor II; assists unit
supervisor in supervising the unit.
c) Supervises crews instead of a crew.
d) Has responsibility for overall planning and scheduling
e) Monitors work of crews, contractors and subconuactors.
fl Inspects bridge structures and equipment for repairJreplacement; requires certification as
a Level 1 Bridge Safety Tnspector Assistant.
g) Invesrigates complaints, vehicular accident damage reports, and safety hazards.,
h) Reviews annual workload and new projects, working conditions for compliance, and daily
work reports from bridge crew leaders.

Lastly, BridgeMaintenance Supervisor I has higherminimum qualificationsthanBridge Crew

5. The incumbents feel that Bridge Crew Leader should at least be paid at the same rate as
Public Works 5upervisor I. To do the comparison, the position was also compared with the
other classes in the same grade as Public Works Supervisor I. These ciasses are Sewer
Supervisor I, Traffic Maintenance Supervisor I, Water Maintenance Supervisor, Water
Service Supervisor, Forestry Supervisor I, Golf Course Superintendent, Pazks Maintenance

d) Admixristrative duties in the following areas: keeping time records, maldng cost
distributions, maintaining payroll, maintaiiilng equipment, requisitioning equipment and
supplies, maintaining records, preparing and submitting reports, preventive maintenance,
inventory, supply and equipment needs estimate, and budget.
e) Inspection and coordination responsibility.
fl Overall piannnig and scheduling responsibility.
g) Developing and implementing a program.
h) More contact with the public, outside agencies, other divisions and departments for
coordination purposes.
Lasfly, these first-line supervisory classes have higher minimum qualifications than Bridge
Crew Leader.
6. The Bridge Crew Leader is more comparable to the crew leaders than the first-line
supervisors in terms of level of responsibility and minimum qualifications.
QES Analysis
The QES analysis supports upgrading the pay rate for Bridge Crew Leader.
Recommendation
I recommend that the pay rate for Bridge Crew Leader should be upgraded to $18.87 from $18.08
an hour.
Note: The pay rate for Bridge Crew Leader at Che time of the study was $18.08.
The current rate is $18.21.
