This action is being requested to implement the recommendations from a classification and compensation study conducted of the Bridge Crew Leader positions in the Public Works Department. ADVANTAGES IF APPROVED: The Bridge Crew Leader will be appropriately compensated. DISADVANTAGES IF APPROVED: None. Funds for the salary increases haue already been placed in the Public Works Deparhnent budget. DISADVANTAGES IF NOT APPROVED: The Bridge Crew Leader will not be appropriately compensated, and the bargaining unit affected will most likely pursue the unplementarion of this action. Effective October 24, 1998, the pay rate for Bridge Crew Leader will be $ i 8.08 an hour. The incumbents feel that the pay differenrial between Bridge Crew Leader and Bridge Maintenance Worker is inadequate and that Bridge Crew Leader should at least be paid at the same rate as Public Works Supervisor I for the following reasons: Bridge Crew Leaders - * Act as a liaison between unit sapervisor and bridge maintenance workers; deal with day to-day complaints and human relations aspects with assigned crew members. * Responsible for the crew and daily work assignments at the job site; give direction to workers, maintain and monitor day-to-day work progress. • Require more Imowledge and sldlls including carpentry, concrete or masonry, imn work, welding, and painting; the work is a blend of many different sldlls. * Requue decision maldng * Involve the operation of various tools and equipment including sophisti� ted or very expensive equipment wlrich require formal training, e.g, bridge inspection reach-all �t'�u'�ck, laser and hydraulic equipment. * Increased responsibility; they provide a full range of services and ara now more proactive in identifying and correcting deficiencies. Previously, bridge maintenance �rk consisted mostly of cleaning, sweeping, and routine work. The Bridge Division consists of the Bridge Engineering and Bridge Maintenance Sections. Bridge Maintenance is responsible for cleaning, maintaining, repairing, and inspecting existing bridges. The Bridge Maintenance Section consists of a Bridge Maintenance Supervisor II as unit supervisor, Bridge Maintenance Supervisor I as assistant unit supervisor, Bridge Crew Leaders, Bridge Maintenance Workers, and Painters. However, painting and bridge inspection aze not primary duties of a Bridge Crew Leader. Bridge Maintenance Worker Duties: Perform preparatory and clean-up work. Load and unload tools, equipment, and materials; drive truck to and from the job site; set up traffic signs and lane closures, may direct traffic; set up equipment; clean and store tools and equipment, park and check truck for gas and oil; may perform routine repair of tools and equipment. Clean bridge stnzctures. Remove sand, dirt, debris salt residue, etc. Flush decks, walkways, slopes, sidewalks, stairs, and approaches; clean expansion joints, beams and pipes undemeath bridges; sweep decks and stairs; ciean catch basins and drainage systems; wash retaining wais and stairs; clear brush and trees in surrounding azeas. A. Crew Leaders - Sewer Gew Leader, Water Service Worker-Conirol Desk, Water System Worker II, and Labor Gew Leader. Sewer Crew Leader: Effective October 24, 1998, the pay rate for Sewer Crew Leader will he $18.69 an hour. Currently, there are 12 Sewer Crew Leaders. The positions in this class act as a leader of a small crew of Sewer Services Workers in the cleaning, maintenance, construction, repair, and inspection of sewers, manholes, catchbasins, pipe sewers, tunnel sewers, wet wells, and other sewer struckures. This class requires one yeaz of eacperience as a Sewer 5ervices Worker and a commerciai driver's license. A Sewer Services Crew Leader works under the close supervision of a Sewer Supervisor I. The duties are as follows: * Leads a crew engaged in sewer maintenance, construction, repair, cleaning, and inspection. * Reviews work assignmems with crew members to ensure understanding of work assignments, safety requirements, and equipment needed. * Monitors daily performance of crew members; resolves technical and interpersonal problems. * Analyzes pmblems reported by crew members, reports problems to the supervisor; suggests and implements solutions within scope of authority. * Reviews assignments and the site itself to ensure that required safety equipment is available and is properly used; enforces safety procedures. * Demonstrates safe work methods and procedures. * Conducts immediate on-site training as needed. * Completes daily work reports and a variety of structured reports; provides reports on crew member performance on daily workshcets. � Performs and leads inspection of sewers; makes reports on problems and suggests priority for the work; makes sure inspection forms aze complete; schedules and prioritizes work, assigns and monitors crew activities; checks results of data collection for accuracy; delivers datato appropriate staff; and reports faults in sewers to the maintenance staff for repairs. * Tests manholes for air quality to determine if the crew can enter them. * Leads a crew to check rain gauges on buildings and flow totes in sewers to measure the difference between rainfall and sewer levels. * Participates and leads activities in flood control and similar emergencies. * Operates a variety of heavy equipment. A Water Service Worker works under the technical and general supervision of a Water Maintenance/Services Supervisor. The positions in this class perform responsible work making pipe and valve connection of all sizes in the installation and repair of water distriburion systems. This class requires 1 year of eacperience as a Water Utility Worker II or Water System Worker I, or 2 yeazs as a Water Utility Worker I, and a commercial driver's license. A Water System Worker II works under the technical and generai supervision of a Water Maintenance/Services Supervisor. Based on the 1966 class specification, a Labor Crew Leader performs and acts as a lead worker of unsldlled and semi-skilled laborers. The duties are as follows: * Leads a work crew; makes sure that instructions of supervisor aze carried out, thatthe crew works efficiently and safely, and that tools and equipment aze accounted for. * Makes time and work reports and keeps records of materials used. * Wheels rock and sand to concrete mixer; wheels wet concrete from mixer, spreads, and tamps concrete. * Excavates trenches far curbs to line and grade. * Assists in setting forms for concrete curbs and sidewallcs. * Shovels hot asphalt from trucks; cuts old asphalt. * Sets and removes forms for sewers. * Drives sheathing. * Lays sewers or drainage pipes. * Prepazes asphalt surfaces for repair, applies tack coating. * Sweeps streets. * Shovels snow, ice, dirt, sand asphalt, gravel, and refuse. Bridge Maintenance Supervisor L• Ttris class requires 4 yeazs of experience in bridge construction/maintenance, at least 2 years ofwluch must have been as Bridge Crew Leader or bridge supervisory experience, certificauon as a Level I Bridge Safety Inspector Assistant, and a Class D driver's license. ABridge Maintenance Supervisor I works under the general supervision of a Bridge Maintenance Supervisor II. Currently, there is one posirion in this class. The Bridge Maintenance Section consists of a Bridge Maintenance Supervisor II as unit supervisor, Bridge Maintenance Supervisor I as assistant unit supervisor, Bridge Crew Leaders, Bridge Maintenance Workers, and Painters. It appears that inspection is one duty of a Sewer Crew I.eader that is not performed by a Bridge Crew Leader as a primary duty. However, the comparison does not apply to the Water System Worker II who has some inspection work, but is paid about the same as Bridge Crew Leader. It is also difficult to compare the technical difficulty of the repair work involved in each of these classes based on the information available. 3 The average pay differential between the Crew Leaders and Maintenance/Service Workers inBargaining Unit 71 Local 132 is $1.05 an hour, from $0.82 between Water System Worker I and II to $1.42 between Sewer Crew Leader and Sewer Services Worker. The pay differential between Bridge Crew Leader and Bridge Maintenance Worker is $0.69 an hour. 4. A Public Works Supervisor I works under the close to moderate supervision of a higher level Public Works Supervisor position. Currently, there are 11 positions in this class. The duties are as follows: * Supervises the maintenance of a municipal golf course by.laboring crews irrigating, fertilizing, repairing, and mowing turf; pnwing trees and bushes; applying chemicals to turf. * Develops and implemeirts a comprehensive turf management program. * Supervises the routine maintenance and repair of goif course equipment. * Detem�ines materials and equipment necessary for completing routine maiutenance projects. * Trains staff in turf management procedures. * Inspects the condition of the course, diagnoses turf diseases and applies appropriate chemical treahnent. * Determines appropriate checnicals and equipment needed for effective turf management. * Enforces safety regulations. * Evaluates employee performance and safety practices. * Prepares and keeps records and reports on golf course operations and maintenance. * Participates in the preparation and admiiristration of the budget. * Resolves concerns and questions regarding golf course activities. The average pay differential between Crew Leaders and MaintenancelService Workers in Bazgaining Unit 71 Local 132 is $1.05 an hour. (See Item 3 below) ABridge Crew Leader has more responsibility than a Bridge Maintenance Worker. ABridge Maintenance Worker performs bridge maintenance duties. A Bridge Crew Leader performs bridge maintenance and lead worker duries A Bridge Crew Leader leads the work of 2- 4 Bridge Maintenance Workers. 2. Effective October 24, 1998, in Bargaining Unit 71 Laborers Local 132, Bridge Maintenance Page 11 of 13 c�g —y'�� Worker at $17.39 an hour is the highest paid laborer class; Bridge Maintenance Crew Leader at $18.08 an hour is not the highest paid crew leader class. Water System Worker II is paid $18.09, Water Service Worker-Control Desk $18.14, and Sewer Crew I.eader $18.69 an hour. Labor Crew Leader is $17.65 an hour. It appears that inspection is one duty of a Sewer Crew I.eader that is not performed by a Bridge Crew Leader as a primary duty. However, the comparison does not apply to the Water System Worker II who has some inspection work, but is paid about the same as Bridge Crew Leader. It is also difficult to compare the technical difficulty of the repair work involved in each of these classes based on the information available. 3 The average pay differential between the Crew Leaders and Maintenance/Service Workers inBargaining Unit 71 Local 132 is $1.05 an hour, from $0.82 between Water System Worker I and II to $1.42 between Sewer Crew Leader and Sewer Services Worker. The pay differential between Bridge Crew Leader and Bridge Maintenance Worker is $0.69 an hour. 4. The Bridge Maintenance Supervisor I in Bargaining Unit 10 M&M Supervisors is paid $4.57 to $5.22 an hour more than Bridge Crew Leader (excluding benefits). ABridge Maintenance Supervisor I has more responsibility than a Bridge Crew Leader, as follows: a) Leads 2 to 4 Bridge Maintenance Workers. b) Acts as assistant or neat-in-line to Bridge Maintenance Supervisor II; assists unit supervisor in supervising the unit. c) Supervises crews instead of a crew. d) Has responsibility for overall planning and scheduling e) Monitors work of crews, contractors and subconuactors. fl Inspects bridge structures and equipment for repairJreplacement; requires certification as a Level 1 Bridge Safety Tnspector Assistant. g) Invesrigates complaints, vehicular accident damage reports, and safety hazards., h) Reviews annual workload and new projects, working conditions for compliance, and daily work reports from bridge crew leaders. i) Coordinates in-service safety training. j) Has administrative duties in the areas of reseazch, monitoring of eJCpendihues, payments, and budget. Lastly, BridgeMaintenance Supervisor I has higherminimum qualificationsthanBridge Crew Leader. 5. The incumbents feel that Bridge Crew Leader should at least be paid at the same rate as Public Works 5upervisor I. To do the comparison, the position was also compared with the other classes in the same grade as Public Works Supervisor I. The classes aze paid $3.38 to $3.96 an hour more than Bridge Crew Leader. These classes have more responsibility than Bridge Crew Leader in the following areas: a) Investigation of and resolving complaints. b) Review of worlang conditions and practices for compliance with State and Local regulations. c) Coordination of in-service safety trainuig. d) Admixristrative duties in the following areas: keeping time records, maldng cost distributions, maintaining payroll, maintaiiilng equipment, requisitioning equipment and supplies, maintaining records, preparing and submitting reports, preventive maintenance, inventory, supply and equipment needs estimate, and budget. e) Inspection and coordination responsibility. fl Overall piannnig and scheduling responsibility. g) Developing and implementing a program. h) More contact with the public, outside agencies, other divisions and departments for coordination purposes. Lasfly, these first-line supervisory classes have higher minimum qualifications than Bridge Crew Leader. 6. The Bridge Crew Leader is more comparable to the crew leaders than the first-line supervisors in terms of level of responsibility and minimum qualifications. QES Analysis The QES analysis supports upgrading the pay rate for Bridge Crew Leader. Recommendation I recommend that the pay rate for Bridge Crew Leader should be upgraded to $18.87 from $18.08 an hour. Note: The pay rate for Bridge Crew Leader at Che time of the study was $18.08.
