The meeting of the Baard of Appeals 8� Review was called to order
by Chairman Ron G'�assman, at 1 :30 p.m. in Room 707, City Hall ,
March lU, 1987. Mr. Glassman wetcomed the appellants and
ex�lainer� the procedure, stating that what the Board does is
recommends action to City Council .
Minutes of the Fe�ruary 1Q, 1987 meeting were approvPd as
submitted in writing.
Alice Bi ,i.;ani and Meureen Fisct�er, from the 5t. Paul Rental
Energy Efficiency Erzforcer�nent (SPaEEE) attended the meeting to
address the board on the SPP,EEE program, the board will be receiving
numerous cases pertainir�g t� this . Some years aao, the State
passed a law requiring certain energy conservation stanCards that
appl �✓ ta rentai poticy. Enforcement was to be at state level ,
since �that *_ime �the City Council has seen fit to ask �NREE�. to
enfor•ce th� State Energy Stanc�ards. Inspections are clone because
af tenan*_s complaining. This program is being handled in the
hea�lth department, in the housine.7 code section. SFR�EE will not
be a part ot Certificate of Occupancy. When the audit is made it
is cietermined which of= the stanCards betng met will have a
paYback period o�r ten years or less , eg; if the cost exceeds more
than what will be savecl. then tne item 2isted does not have to be
done.

Jick Lipper�t, s�tated the r�ason for the inspection was because of
a letter frem tne tenant, rPquesting the city to inspect the
proper•ty, as the �tenant has been blowing fuses. Mr. Lippzrt
had a city inspect�r go to the house. The report came back that
the wiring was ir�a�equate. Suggested to appellant that a 20 amp
unit be installed in the kitchen, and split the rest of the units
on a separate C 1 i"CU 1 t.

SUB�ECT A�pellant is appealing the order to upgrade the existing
Electrica) System, because of tinancial hardship, needs to apply
for fiinancial assistance.
PROCcEDINGS The b�.�ilding is 80 yEars old. 7he inspecion was
due to the fact one of the tenants had filed a complaint. 7he
af7pellant feels in order to bring the electrical up to date, this
wi11 cause a tinancial hardship.
Carolyn Sheppard, from Housing Coce received a complaint and then
went out fior the inspection. Upon checking the files , there had
been an apr�eal filed in 19t32, re��arding tne electrical , ana at
that time the appellant was given 90 days to bring the code
violation up to da�te.

room leads to a small hall way which has several doors which are
fire rated doors.
Hor�e Abrams , from Fire Prevention bureau stated the opening must
be a one hour firec! rated door with a self closing hinge.

contact the owner was in March 1982, this building has never been
certitied. The appellant lives in one of the units and four
units are rented. Ms. Fish went through the building with the
app�llan�t to work ou�t options so as to bring the building up to
cocle, so that a Certificate of Occupancy could be issued.

Extinguisher 5ystem, as the cost would be excessive.
PROCEEDINGS Jarnes E . LaFave stated that the reai issue here is
the c�st of hooking up the water. The cost to hook up to the
water line is �8, 000. Mr. LaFave is talking about a spray booth
which is in a separate building, the choices are dry chemica) or
tne water sprinkle��. The dry chemical bid was �3,600. Total
cost for the two places to be hooked up with the sprinkler system
will cost close to �20, 000 . This is a storage space in the
basernen�t.

The new addition has been insulated. The old walls that are to be
insulated would require that holes be put in the siding and have
