Bosed on this Commission action and in on ettempt to resolve this disputed issue administratively, the City, by means ot Council File No. 86-1325, approved September 25, 1986, egreed to stop applying these clear water credits ettective htay 1, 1966 until the special committee (task torce} begins its deliberetions or until april 1, 1987, whichever comes tirst. In December 1986, the MWCC and the City arrived ot an administrotive resolution ot their ditterences end the Gity withdrew its request that the Commission modify its SAC charge policy. � � This odministrotive resalution provides for the opplicotion of industriol waste dischorge SAC credits (c��tomineted woste, not clear water) in occordonce with ihe F1wCC SAC charge policy ond results in on immedintely evailable SAC credit pooi ot 8,527 SAC units. Thc Metropolitan Waste Control Commission has appointed a Task Force to m��iew this practice and to report back to the Metropolitan V4'aste Control Commission;and ' Vs'HEREAS.The Metropolitan Waste Contml Commission has asked the City of Saint Paul to stop applying these industrial waste credits until such time as the Task Forre reports its findings;and WHETtEAS, The City agrees to cooperate with this request a ith the understanding that this action will not affect or jeopardize the City's position which is that the reduction of a substantial amount of industrial sek•age flow � from an indusirial building renovation qualifies for SAC credits in the same manner as the reduction of sea•age flow resulting fmm a demolition;and RESOLVED,That the proper City olficials, retroactive to May 1, 1986, are hereby directed not to apply industrial waste credits when transmitting the monthiy "Reserve Capacity Charge Report"to the Metmpolitan Waste Control , Commission, provided the Task Forre delays the commencement of its deliDerations until L)eeember 1, 1986, snd be it .
