WHEREAS, the Director of the Department of Human Rights has
received a charge asking her to investigate whether there are
reasonable grounds to believe that Respondents Larry Conroy and
Yvonne Conroy, individually and d/b/a Dairy Queen, has discriminated,
on the basis of sex against Kathleen L. DeGonda, in violation
of St. Paul Legislative Code Section 183 . 03 ( 2 ) (a) ; and
WHEREAS, the Director of the Department of Human Rights has
conducted such investigation and found probable cause exists to
support such allegations; and
WHEREAS, the Director of the Department of Human Rights has
unsuccessfully attempted to resolve, conciliate and compromise
the conflict between the parties; and
WHEREAS, the St. Paul Legislative Code Sections 183 . 16 and
183 . 18 provide that civil enforcement proceedings be instigated
by the Directorcf the Department of Human Rights and such hearings
are to be presided over by a chairperson and law officer; and
WHEREAS, a hearing has been scheduled for June 23, 1987 ; now,
therefore, be it
RESOLVED, by the St. Paul City Council, that the City of
St. Paul, by its Human Rights Department, is authorized to retain
the services of Logan Langwith, Attorney at Law, at the rate of
$50 .00 per hour for services as law officer relative to the complaint
of Marilyn H. Monroe, Director, Department of Human Rights, ex rel.
Kathleen L.DeGonda vs. Larry Conroy and Yvonne Conroy, individually
and d/b/a Dairy Queen; and be it
FURTHER RESOLVED, that the compensation to be paid to Logan
Langwith be charged to the Department of Human Rights.
