WHEREAS, the continuation of the program for peacetime
registration for the Selective Service System contributes to
national readiness by reducing as much as two months the time
required for a full defense mobilization; and
WHEREAS , over one million United States citizens have sacri-
ficed their lives to protect the rights and freedoms of all
Americans and registration for Selective Service is an integral
part of current preparedness to preserve these rights and freedoms
in the future; and
WHEREAS , over 97 percent of potential registrants have
registered with the Selective Service System since the resumption
of registration and by so registering, have enhanced United States
National defense preparedness; and
WHEREAS , the Selective Service System has been tasked with
assisting in the process of improving our readiness posture by
calling upon eighteen year old male citizens to identify them-
selves by simply registering their name, address , date of birth
and social security number with the System by spending five
minutes at the Post Office within thirty days of their eighteenth
birthday; and
WHEREAS , many educational and job training benefits are
denied by law to those who fail to register with the Selective
Service System; and

WHEREAS, there is a criminal penalty for failure to register;
now, therefore, be it
RESOLVED, that the City of St. Paul does hereby dectare April ,
1987, as MINNESOTA REGISTRATION AND CONSCIENTIOUS OBJECTION AWARENESS
MONTH; and be it
FURTHER RE50LVED, that the City of St. Paul encourages Peace
Studies and nonviolent direct action in our schools and communities
and supports the Federal government's establishing a national services
program which provides young people the opportunity to serve in
programs like VISTA and the Peace Corps.
