WHEREAS, Nona L. Goertz has submitted the attached proposed final plat for
City �ouncil approval ; and
WHEREAS, a public hearing before City Council was held May 22, 1986, at which
time the preliminary plat was approved by resolution, Council File No. 86-795;
and
WHEREAS, the appropriate City departments have reviewed the proposed final
plat and found it in compliance with the requirements of Chapter 67 of the
Zoning Code pertaining to subdivisions;

NOW, THEREFORE, BE IT� RESOLVED, that the City Council accepts and approves
this final plat for Central Place Addition.

A. PURPOSE : To consider the final plat approval of Central Place
Addition. The preliminary plat was approved on June 17 , 1986 . The
final plat was revised on March 11 , 1987 to eliminate the Centre
Inn Motel property. This platting of property is not conveying any
lands to or from the Centre Inn Parcel so it is not required on the
plat .
B . SITE & AREA CONDITIONS : Located in downtown St . Paul , the site is
under construction at this time .
C . REQUIRED FINDINGS :
1 . All the applicable provisions of the Legislative Code are
complied with.
2 . The proposed subdivision will not be detrimental to the present
and potential surrounding land uses .
3 . The area surrounding the subdivision can be planned and
developed in coordination and compatibility with the proposed
subdivision.
4 . The subdivision is in conformance with the Comprehensive Plan .
5 . The subdivision preserves and incorporates the site ' s important
existing natural features , whenever possible .
6 . All land intended for building sites can be used safely without
endangering the residents by peril from floods , erosion,
continuously high water table , severe soil conditions or other
menace .
7 . The subdivision can be economically served with public
facilities and services .
D . STAFF RECOMMENDATION : Based on the above findings , staff recommends
approval of Central Place Addition in its revised form.

Dear Sir or Madam:
As you know, we represent Central Place Apartments Limited ;
Partnership and Ninth Street Property Limited Partnership in ..
connection with the platting of property owned by them and others
located between Ninth and Tenth Streets and between Cedar Street '+
and Minnesota Street. The preliminary plat included all of �
the property in the block with the exception of Registered Land
Survey No. 391. At the time the preliminary plat was prepared,
the City of Saint Paul requested that .we include the property `�

owned by Claseman Ventures Limited Partnership ("Centre Inn
Parcel" ) and A1 Claseman, the General Partner for Claseman
Ventures indicated the Partnership would be willing to be included k,
,
in the plat of Central Place.

We recently learned that the Centre Inn Parcel was sold at a f
Sheriff's sale to the Port Authority for the City of Saint Paul
on March 2, 1987 . In addition to the mortgage foreclosure,
we have been advised that real estate taxes payable 1984, payable
second half 1985 and payable 1986 have not been paid. The
foregoing delinquent taxes, together with taxes payable 1987 ,
all of which total $363,035, are required to be paid in full
prior to the recording of the plat. Because of the unlikelihood
of those taxes being paid in the near future, and because our
client needs to get the plat of record as soon as possible to
meet its commitment to its lender, we are requesting that the
plat be r-evised to exclude the Centre Inn Parcel.

distance of 350 feet more-or-less. Also constructing
sewer service connections.
And installation of a water main in GREENBRIER STREET from
Margaret Street to approximately l75 feet north of
Margaret Street and in the alley in Block 2. Schurmier and
Evans Addition, from Greenbrier St. to approximately 350
feet east of Greenbrier. Also, construction of water
service connections.

9. 4/21/87 FINAL ORDER: Improving BIRMINGHAM STREET from York Avenue
to Case Avenue by grading and paving, constructing
concrete curb and gutter, constructing storm water
drainage facilities and constructing a street lighting
system and doing all work necessary to complete said
pro,�ect. Also slope construction in the above grading and
paving. (Laid over from March 4, 1987).
