These documents provide the framework and policy direction for all community development activities, and are used throughout the City's planning and budgeting processes. The Comprehensive Plan identifies the City's key objectives for the coming years. The Capital Allocation Policies ensure that capital improvement resources are allocated to those activities deemed essential and necessary for the long term health and vitality of Saint Paul. The development of both of these documents involve extensive citizen participation, and residents remain active in both the annual revision of policies and the allocation of CDBG resources. The Comprehensive Plan and the Capital Allocation Policies strongly support the ob,jectives of the federal Housing and Community Act; i.e., to develop viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities, prineipally for persons of low and moderate income. Saint Paul's CDBG Program also gives maximum feasible priority to activities which benefit low and moderate income persons, and aid in the prevention or elimination of slums and blight. The Saint Paul Comprehensive Plan The Comprehensive Plan is Saint Paul's official planning document. It helps to provide a vision of the City�s future potential, while guiding its response to current issues and opportunities. The Comprehensive Plan recognizes that Saint Paul is faced with many community development needs which surpass its limited amount of resources. It is because of these limited resourees that attention must be directed to those activities which are most crucial. The Comprehensive Plan and the City's CDBG objeetives therefore focus on those elements. Key objectives which affect the CDBG Program are: 1. HOUSING: To maintain and upgrade the City's existing housing stock; while seeking to generate new, affordable housing choices in character with the neighborhoods surrounding them. 1 . � C,���--��� 2. INFgAS1RUCTUBE: To maintain City investments, particularly parks, streets and bridges, water and sewer lines, public buildings; through repair or replacement as needed. 3. ENEBGY: To achieve greater energy efficiency by maintaining and retrofitting existing structures, while encouraging energy conservation and innovation. +�. JOBS: Maintain existing jobs in Saint Paul while also seeking to expand available employment opportunities. The Comprehensive Plan expands these objectives into issue of area specific policies and recommendations, many of which pertain directly to community development activities. Prior to the appropriation of CDBG funds, all community development programs and projects are reviewed for consistency with the adopted policies of the Comprehensive Plan. The Capital Allocation Policy The Capital Allocation Policy was designed specifically to guide Saint Paul's Unified Capital Budgeting Process and the expenditure of CDBG funds. It sets the general direction for capital expenditures over a multi—year period. The policies are used as a guide to allocate capital resources according to the City's goals and objectives, and to determine the relative priority of proposed capital projects. The major goals of the Policy are closely related to the Comprehensive Plan, and form the basis for Saint Paul's capital improvement expenditures and community development aetivities: 1. TO SUPPORT NEIGHBORHOOD BE1TE�[ENT, especially in areas whieh have been identified for concentrated revitalization, and increase the availability of housing for low and moderate income families. 2. TO !lAINTAIN THE I�AL?H, SAFETY AND WELFARE OF CITY aESIDEHTS by maintaining and improving the City's infrastructure. 3. TO INCREASE ENERGY EFFICIENCY IK E%IS?ING BUILDINGS as well as utilizin� energy efficient design and construction of new projects. 4. TO RETAII�i E%IS?ING JOBS AND CREAYE I�iEfi JOBS F08 CI?Y RESIDFIiII?S, with special consideration given to �ob opportunities targeted for the economically disadvantaged. 2 . � C�,��� �s� The community development needs of the City are far greater than the available capital resources. The goals of the Capital Allocation Policy are. therefore, supplemented by a number of objectives to be accomplished: � to assist in the renovation and rehabilitation of the City's housing stoek, to eliminate blighted structures through spot acquisition when necessary; * to compliment public and private housing rehabilitation efforts through the installation of publie improvements sueh as streets, sewers, neighborhood facilities, and to provide public service activities where necessary and appropriate; � to promote and provide stimulus in economic development activities and commercial revitalization; '� to assist in neighborhood revitalization efforts; and � to eneourage and promote energy efficiency. The Capital Allocation Policy is divided into four sections: — Strategy — Evaluation — Pro�ect — Budget Each policy section provides a different level of direction for the capital improvement budgeting process. In combination, the four policy sections represent Saint Paul's priorities for the use of block grant and other capital resources. The two sections which pertain most directly to the allocation of CDBG funds are listed below: 1. SYRATEGY POLICIES — The Strategy Policies help the City determine the effectiveness of community development activities in achieving City goals. They address infrastructure maintenance, job maintenance and expansion, housing maintenance and improvement, and energy efficieney. Also addressed are geographic distribution of funds, the inclusion of programs and projects in the City's Program for Capital Improvements, and a monitoring and evaluation component. 2. I!lPLEMENTATION POLICIES — These policies identify criteria whieh are important considerations in seleeting specific capital fmprovement projects. They are used by community representatives during the capital improvement budgeting review process to obtain a more thorough understanding of major policy issues. 3 . . .� G��>�"✓`� All community development projects and programs are reviewed for consistency with the Capital Allocation Policy prior to the appropriation of CDBG funds.
