An administrative Resolution establishing the
rates of pay for the classes of City Planning
Aide and City Planning Technician in the Salary
Plan and Rates of Compensation Resolution.
RESOLVED, that the title of City Planning Aide shall be paid at the rate
set forth in Grade 22, Section I D 2, Technicial Standard Ranges, of the Salary
Plan and Rates of Compensation; and be it
RESOLVED, that the title of City Planning Technician shall be paid at the
rate set forth rate in Grade 29, Section I D 2, Technical Standard Ranges, of the
Salary Plan and Rates of Compensation Resolution; and be it
FURTHER RESOLVED, that all incumbents of the Planning Aide I class shall be
moved into the new class of City Planning Aide. Seniority for these incumbents
shall remain the same date as their seniority as a Planning Aide I; and be it
FINALLY RESOLVED, that this resolution shall take effect and be in force on
the first pay period after the passage, approval and publication of this resolution.

DESCRIPTION OF WORK
General Statement of Duties: Performs responsible professional
work involving planning, development and evaluation of human rights
programs, performs related duties as required.
Supervision Received: Works under the general supervision of the
Department Director.
Supervision Exercised: May exercise oversight responsibility for
the Community Outreach Program. May exercise within the Division,
technical supervision as assigned.
TYPICAL DUTIES PERFORMED:
The listed examples may not include all duties performed by all
positions in this class.
Analyzes human rights programs implemented by local or national
organizations to estimate impact on the community.
Conducts research involving human rights issues including the
review of court cases, employment practices, potential areas of
discr�mination, proposed legislation and others. Prepares reports
summarizing relevant findings.
Prepares and participates in workshops, seminars and conferences
and gives presentations.
Develops departmental programs designed to promote equality and to
eliminate discriminatory practices.
Plans and develops a comprehensive Community Outreach Program and
advises professional staff on implementation issues.
Prepares articles and public service announcements to promote
departmental services.
Develops and maintains a liaison with other community agencies to
promote awareness of services.
Writes proposals for grants to be utilized by the department.
Prepares reports and serves as a resource person for departmental
staff.

Considerable knowledge of federal, state and local Human Rights and
Equal Employment Opportunity laws and regulations.
Considerable knowledge of the methods and procedures of gathering
and analyzing human rights data.

variety of settings.
Considerable knowledge of the methods and procedures of
identifying and documenting discriminatory acts.

MINIMUM QUALIFICATIONS
College graduation and four years' experience as a Research
Analyst, at least two years of which must have been in the field of
Civil and Human Rights; or eight years' experience as a Research
Analyst, at least two years of which must have been in the field of
Civil and Human Rights.
