Area is bounded by Larpenteur Avenue, Wheelock Parkway, Cottage, and Jackson. EXISTING CONDITIONS: . The pro�ect area is presently served by combined sewer system. During periods of moderate to heavy rainfall there have been reports of sewer backups into basements, and surface flooding problems. Many of the streets within the pro�ect area have an oiled roadway surface with no curb. The driving surfaces are fair to poor and roadway widths vary because of lack of curb. Some street segments within the project area have curb. However, attempts made to salvage old curb when reconstructinq road surfaces have been unsuccessful in the past; therefore, we are proposing to remove existing curb and construct new curb and gutter on oiled streets. PROPOSED IMPROVEMENTS: The street improvements, the street lighting and storm sewer construction are proposed for: Nebraska Rice to Marion Marion Nebraska to Idaho Idaho Marion to 1/2 block west Iowa Sylvan to Rice Hoyt Sylvan to Park Montana Sylvan to Rice Park Montana to Wheelock Parkway Sylvan Montana to Hoyt Albermarle Arlington to Nebraska _ - _---� . �� ;- � • , � . . �jc�_d��o , Albermarle Hoyt to Wheelock Parkway Marion Arlington to Nebraska Storm sewer construction and restoration in kind is proposed for the right-of-way and easement along: Sylvan Cottage to Nevada Arlington Gurney to Galtier Arlington/Rice Park Area � Sylvan Nevada to Montana Rice Street Nebraska to Wheelock Parkway Hoyt Albermarle to Rice Woodbridge Nebraska to Wheelock Parkway Wheelock Pkwy Woodbridge to Rice Nebraska Marion to Farrington Hoyt Marion to Matilda A stormwater retention basin is proposed as part of this pro�ect. The pond will be approximately 14 acres in size and located near the intersection of Arlington and Jackson. The new storm sewer construction is part of a long range storm sewer pro�ect which will. result in a separated storm sewer and sanitary sewer system for the Albermarle/Nebraska area. The street and lighting improvements proposed would compliment the storm sewer and sanitary sewer interceptor construction. New bituminous roadways with concrete curb and gutter are being proposed. Al1 driveway aprons will be reconstructed with concrete and a new concrete outwalk will be constructed for each home. The boulevards will be regraded and sodded. A new energy efficient sodium vapor lightinq system will be installed. Trees will be planted in the boulevard areas as needed to reforest the area. ALTERNATES• To do nothing would be inconsistent with the city's commitment to improve existing oiled streets, and to separate the combined sewers. Constructing sewers without street improvements has not been effective in the past, in that the existing oiled streets are not capable of withstanding an construction activity necessary to construct the sewers, and merely restore the trench areas. Improving the roadways in con�unction with sewer construction will save time, money and inconvenience later. Construction of the north leg of the Trout Brook Interceptor has been coordinated with the Metropolitan Waste Control Commission (MWCC) since the storm sewer system cannot be fully separated until this segment of the sanitary sewer is extended. The Trout Brook Interceptor (TBI) construction in conjunction with the sewer separation and street construction _will save time, and inconvenience later. .. , . , � .. ' � � � �a?a/4 POSITIVE BENEFITS: With the completion of the city's sewer project, the chance of sewer backups into basements and surface flooding will be reduced, and after rain leader disconnections, sewer backups into basements will be eliminated. General improvement of the public right-of-way in conjunction with the street construction will enhance and add quality to the neighborhood. Street oiling will be eliminated on new bituminous roadways. " The addition of the Arlintgon/Jackson stormwater storage pond will add a water/wildlife feature to the area and augment the recreational activities of the Arlington/Rice athletic complex. ADVERSE AFFECTS: Normal problems associated with construction, such as noise, dust, and general disruption will be present.
