PAUL FROM: MIKE KRAEMER DATE: DECEMBER 14, 1988 SUBJECT: ALBEMARLE/NEBRASKA SEH FILE NO. 88206 In response to your December 13, 19823, memo by Council Person Rettman concerning discussions at the December 6, 1988, District 6 Planning Council Meeting I submit the following information for purposes of clarity i have attempted to respond in chronological order as presented in your memo: 1. Rice Street construction will be done under traffic with one lane in both directions. Wheelock Parkway may be closed to traffic at Park Street, Woodbridge, Albemarle, and Marion. At such times as this construction is taking place ROAD CLOSED, LOCAL TRAFFIC ONLY signs will be installed on Wheelock Parkway at Rice Street, Jackson Street, and Arlington. Local traffic will be maintained to businesses and residencea on a continual basis while the road is closed to thru traffic. We estimated the maximum blockage to even local traffic of Wheelock intersections to be a,��roximately seven working days. Arlington Avenue has extensive storm sewer construction being proposed from Sylvan, west across Rice Street, to Marion Street. The specifications identified that Arlington may be closed to traffic both east and west of Rice Street to accommodate construction. The exception to this, as identified in the specifications, is that access shall be maintained at ali times to the Ariington Street Post Office, properties on Trout Brook Circle (via Arlington Avenue or Jackson Street), the Arlington Avenue Apartment buildings between Sylvan and Rice Street (via one of three existing driveways or a temporary driveway along Arlington) and private homes. At times this access may consist of temporary gravel surfaces. Per the specifications notification shall be provided to all residents. Notices to apartments, dupiexes, condos, etc., will be provided as access permits. This noti£ication will be given three days prior to any shutting down of tra£fic. 5. The Consultant will provide a 24 hour a day answering sezvice to provide access for qcestions or concerns which may arise during the construction. 6. Construction specifications direct that at any particular segment, weather permitting no more than 90 days will elapse from the beginning of construction to the time a bituminous base course street surface has been installed. 7. At the writing of this memo a meeting has been scheduled for Monday, December 19, 1988, at 8:30 a.m., to review all trees identified for removal in the Albemarle/Nebraska project. ����a°y Ms. Janice Rettman December 16, 1988 Page #3 8. At the writing of this memo the Rice Street Festival Steering Committee has not established the dates of this years Festival. We have had discussions with the North End Commercial Group (the sponsoring organization) trying to identify ways that we could coordinate the proposed construction with the activities of the Rice Street Festival. Mr. Sheenan (departing Commercial Group Chairman) has indicated he would be happy to serve as the liaison person and recommend the Rice Street Festival Steering Committee establish the Festival date prior to February 1, 1989, so that these dates could be included in the Contract documents. Until the Contracts have been actually bid and a Contractor has signed an agreement with the City, it is very difficult to establish a construction schedule. If it would be helpful, we would be happy to submit a sample construction sequencing achedule. it should be pointed out that this sequencing may be sub�ect to change depending upon the winning Contractors capabilities and weather during construction. I would like to reassure you that certain guidelines such as the Rice Street 25 working days limitation, etc. will be maintained, however, but an exact date to date sequencing calendar would be difficult to estimate at this time. � �l��aa�9 Ms. Janice Rettman December 16, 1988 Page q4 Once the Contracts have been bid a closer approximation could be generated. 10. The construction plans for the Albemarle/Nebraska project have been prepared in coordination with the City's new tree policy. Wherever possible extra construction measures have been recognized to minimize the disruption to existing trees and foliage. A restoration plan for Arlington Pond is being generated in conjunction with the Forestry Department. 11. Per the direction of Public WorF;s detailed sets of plans have been sent to private utilities including the Water Department, NSP Gas and Electric, telephone, cable TV, etc. : . . ... .. :..:..... : v.: .._.;, ,. �,. �^.,.,.: .".,�.,, ;, to allow them as much time as pc,ssible to determine their ,.�.N�y�y...... ' involvement in the construction. The transmittal of these plans has included documentation encouraging them to complete their activities prior to the construction. If that cannot be achieved they are encouraged to make arrangements to coordinate their activities with the construction activities identified in the plans. 12. The cooperation between the City of St. Paul Public Works and the Metropolitan Waste Control. Commission to combine two pro�ects into one should work out well. Zt will minimize the disturbance that the cortununi'y may have experienced if these pro�ects were constructed under two different agencies at two different times in the future. ��-�'��/ Ms. Janice Rettman December 16, 1988 Page #5 Although the expansion of the projects may increase the disturbance of the area to a small degree, it will not rival the disturbances the community would have been experiencing had the construction occurred over two or three subsequent years. 13. I wrote a note to the consultant, who acknowledged to me that he was aware that no street or road would be allowed to be in any phase of construction for more than 90 days fiom beginning to utilities to final service. That should be so noted. NSP disconnects and water connections must be done in the 90-day period and wi11 not be allowed to elongate the construction period. .
