Tuesday and Thursday at 10:00 a.m. and are cablecast on municipal channel 18; and WHEREAS, It is the Council `s policy to allow persons to be heard on matters that are appropriately before the Council ; and WHEREAS, Requests are made from time to time by individuals to appear on matters not before the Councii and they have been aliowed to address these as miscellaneous items before the Council ; and WHEREAS, A number of items that have come before the Counci1 as miscei- laneous are matters over which the Council has no jurisdiction and since juris- diction oftentimes can not be determined without some review, it is appro- priate that these miscellaneous items would be heard before a Council committee; NOW, THEREFORE, BE IT RESOLVED, That for a person requesting to speak on matters not on the Council agenda, such requests will be filed with the City Clerk in writing outlining the subject to be addressed. The City Clerk wili refer the request to the appropriate Council committee and the chair shall place the matter on the committee agenda in a timely fashion and so notify the person making the request. After hearing the matter as an informational item, the cortxnittee will determine what action will be taken.
