Whereas, the Minnesota Department of Public Service announced on March 2,
1987, that it is accepting applications for Community Energy Council grants
from cities and counties; and
Whereas, the source of these funds is the Exxon oil overcharge refund to the
State of Minnesota, and this grant cycle is also known as the Cormnunity Energy
Initiatives Program; and
Whereas, a portion of the total is reserved to fund applications submitted by
cities of the first class; and
Whereas, the formula adopted in the rules governing the Community Energy
Initiatives Program reserved $189,276 for the City of Saint Paul ; and
Whereas, the program rules require that, in order to be eligible to apply for
funds, municipalities must have designated an official Community Energy
Council ; and
Whereas, this amount is available to fund a variety of local energy projects
in different energy use sectors as stated in the program rules; and
Whereas, the City has been operating a rental energy efficiency enforcement
program since October 1986, which provides a needed service to the rental
community and contributes to the preservation of the City's housing stock;
and
Whereas, the City supports the concept of comnunity-based initiatives for
energy conservation; and

Dear Council nen:
The Council's Committee on Energy, Utilities and the Environment has expressed
continued interest in Saint Paul's share of the Exxon Community Energy
Initiatives fund. The State has announced that, based on the total fund
amount and the rules governing its allocation, the City of Saint Paul is
eligible for $189,276. Although specific projects must be applied for, the
City has significant discretion for use of the funds and there is no deadline
for application.
This fund offers an exciting opportunity to develop and implement projects
true to the name community initiatives. The timing and intent of this fund is
most fortuitous as we embark on our effort to find new ways to work with
neighborhoods. In keep�ng with the spirit and objectives of the Better
Neighborhoods initiative, I am recommending commitment of the Exxon Community
Energy Initiatives money to the following:
Better Neighborhoods Energy Pro�ram
A. Saint Paul Rental Energy Efficiency Enforcement (SPREEE) - $30,000
The SPREEE program is funded for one year by NSP and a DOE grant through
the Saint Paul Foundation. The Saint Paul Foundation grant expires in
October. The NSP portion should be renewed.
The City has committed several months of effort to developing this
program, and abandoning it in October would be a total waste.
The need for this program has been evidenced by the impressive response
even during this warm winter. The program makes an important contribution
to betterment of neighborhoods, particularly "arc of hardship"
neighborhoods with their high proportion of rental housing.
SPREEE should be continued.

B. Energy Initiati:ves NPP Grant Cycle - $159 276
,
Neighborhood organizations will be invited to develop energy conservation
initiatives to be funded as part of the 8th cycle of the Neighborhood
Partnership Program (NPP) . This cycle will be announced in April.
This will be a competitive grant process, initiated, reviewed, rated and
approved according to the regular NPP model.
Eligible activities will be determined according to the requirements of
the Comrnunity Energy Initiatives program as established by the State.
Before the City can apply to the State for these funds, it must have
designated a Community Energy Council (CEC) . I understand that the Energy
Committee has favored designation of. the City Council as the Community Energy
Council. I fully support such designation. At the same time, I ask for
Council endorsement of the Better Neighborhood Energy Program as I have
described, so that I may direct staff to develop the details of the program,
particularly regarding the NPP grant cycle which must be announced very soon.
Attached is a copy of a resolution I am proposing to (1) designate the
Council as the Community Energy Council, (2) state the intent to use $30,000
of the fund to continue the rental energy enforcement program, and (3)
designate NPP as the program vehicle for allocation of the remainder of the
fund. This is being forwarded to the City Clerk's office for placement on the
next possible Council agenda.
To coordinate with the NPP process, the following schedule is recommended:
April 2 - Council referral of resolution to the Energy Committee.
April 8 - Committee consideration and recommendation of resolution to
Council.
April 14 - Council adoption of resolution. (The NPP guidelines are to be
adopted at the same meeting.)
