The work, which included the replacement of a water line from the house, was subcontracted to Bob Brantjen, d/bla IGM, Inc., a house drain contractor licensed to do work in the City of Saint Paul right- of-way. The water pipe was improperly installed through the sewer pipe, a violation of Minnesota Plumbing code §4715.1710, subpart 2, requiring separation of water service and sewer pipes. The improper installation was not discovered 'until the homeowner had problems with the pipes in Octoher of 1998. If you do not dispute the above facts, please send me a letter to that effect so that the matter can be scheduled before the Saint Paul City Council for a hearing on what penalty, if any, to impose. You would have an opporiunity to speak on your own behaif at that hearing, or to have someone represent you. I went to 419 Beacon Avenue to verify the complaint, I could not physically see the problem from the top of the ditch. I told the contractor on site, Minnesota Home Sewer Contractors, to expose the pipe and make the ditch safe so I could get a picture. On October 21, 1998, I went back to 419 Beacon Avenue to take a picture, Once the contractor had exposed the pipe and made the ditch safe, I took the pictures. The water line ran through sewer at an angle for about 6' with relationship to our water hook-up. The original installing contractor that ran service through sewer was: Bob Brandtjen, IGM Inc., 2097 Niles Avenue, St. Paul, M�T 55116. The original permit was pulled by Dick Fischer, North Star Plumbing, who worked with IGM at the time. The original pemut date was December 20, 1996. I called Mr. Fischer regarding the problem. Mimiesota Home Sewer Contractors, the contractor on site doing repair is currently working with Mr. Fischer. So Mr. Fischer was goin� to puil a permit for Minnesota Home Sewer Contractors and deal with Bob Brandtjen and his insurance company on the cost of repair. The work, which included the replacement of a water line from the house, was subcontracted to Bob Brantjen, d/bla IGM, Inc., a house drain contractor licensed to do work in the City of Saint Paul right- of-way. The water pipe was improperly installed through the sewer pipe, a violation of Minnesota Plumbing code §4715.1710, subpart 2, requiring separation of water service and sewer pipes. The improper installation was not discovered 'until the homeowner had problems with the pipes in Octoher of 1998. If you do not dispute the above facts, please send me a letter to that effect so that the matter can be scheduled before the Saint Paul City Council for a hearing on what penalty, if any, to impose. You would have an opporiunity to speak on your own behaif at that hearing, or to have someone represent you. If you believe that the facts stated above aze in error, you are entitled to an evidentiary hearing before an administrative law judge. If you wish such a heazing, you may send me a letter indicating that you dispute the facts. Water Utility TO: FROM: DATE: SUBJECT: �q-�ao Tom Leclair Ginger Palmer LIEP City Attorney's o�ce Paul Thurstin /� Water Utility Plumbing Inspector ✓�/�� i November 9, 1998 Report on 419 Beacon Avenue On October 20, 1998, I received a telephone call from Tom Leclair, Saint Paul Plumbing Inspector, in regards to 419 Beacon Avenue that the water line was running through the sewer. I went to 419 Beacon Avenue to verify the complaint, I could not physically see the problem from the top of the ditch. I told the contractor on site, Minnesota Home Sewer Contractors, to expose the pipe and make the ditch safe so I could get a picture. On October 21, 1998, I went back to 419 Beacon Avenue to take a picture, Once the contractor had exposed the pipe and made the ditch safe, I took the pictures. The water line ran through sewer at an angle for about 6' with relationship to our water hook-up. The original installing contractor that ran service through sewer was: Bob Brandtjen, IGM Inc., 2097 Niles Avenue, St. Paul, M�T 55116. The original permit was pulled by Dick Fischer, North Star Plumbing, who worked with IGM at the time. The original pemut date was December 20, 1996. I called Mr. Fischer regarding the problem. Mimiesota Home Sewer Contractors, the contractor on site doing repair is currently working with Mr. Fischer. So Mr. Fischer was goin� to puil a permit for Minnesota Home Sewer Contractors and deal with Bob Brandtjen and his insurance company on the cost of repair.
