An administrative Resolution amending the
Civil Service Rules concerning Section 8.A
Filling Vacancies.
RESOLVED, that the Civil Service Rules be amended in Section 8.A, Filling
Vacancies, so that the last sentence of the second paragraph of said section
shall r.ead as follows:
"8.A However, if any employee in the division where the vacancy
has occurred, is on the Promotion List, he/she shall have
absolute preference in hiring and no other names shall be
given to the appointing authority. This provision shall
not apply to positions in the Professional-Administrative
bargaining units, with the exception of the title of Office
Services Administrator-Supervisor, or eligibles for positions
in classes in which experience as a Carpenter is qualifying.
Employees whose positions have been reclassified in accordance
with Section 25.0 of these Rules shall have preference in
certification to their positions from the Promotion List
irrespective of their standing on the list. The term 'division'
used in this paragraph shall mean 'department' in all cases
where a department is not divided into divisions. For the
purpose of this paragraph's provisions, the following are
considered to be divisions of the Mayor's Office; Human and
Civil Rights; Personnel. For the purpose of this provision,
Legislative Operating shall be considered a separate departments
Fire Equipment Services shall be considered a division of the
Fire and Safety Services Department, an� the Department of
Public i�orks shall be considered as one division,-a��-the
Department of Planning and Economic Development shall be considered
as one division; and the Department of Finance and Manaqement
shall be considered as one division.

8.A Whenever a vacancy in a Classified position occurs, unless the
vacancy is ro be filled bq reduction, transfer, reinstatement -
after layoff or reinstatement after voluntary reduction, the
appointing officer shall make a requisition for certification on
the form prescribed by the Personnel Director. The vacancy shall
be filled whenever possible in the following order:
1. By reduction
2. By transfer ;
3. By reinstatement after layoff
4. By reinstatement after voluntary reduction
5. By promotion
6. By reinstatement after resignation and by original
entrance
However, if any employee, in the division where the vacancy has
occurred, is on the Promotion List, he/ehe shall have absolute -
preference in hiring and no other names shall be given to the
appointing authority. This provision shall not apply to positions
in the Professional-Administ*ative bargaining units, with the

Appointing officers have the authority to appoint and employ, in
accordance with the titles and grades in these Rules, the number
of persons suthorized by the Citq Budget in effect and approved by
F the Budget Director.
In the absence of an eligible list foz the position requested, the
Personnel Office may certify from higher classes to vacancies
�ccurring in lower classes, or from the nearest appropriate list,
where the examination reasonably measnres the ability of the
eligible to perform the duties in the class to which certification
is made. Certification from a related list as described in this
paragraph shall be made only from original eatrance eligible list.
,
Apppointing officers have the authoritq to appoint and to employ
an employee to more than one title concurrently. However, . •
appointment to each title must be made in accordance with all
applicable Civil Service Rules. Such mulitiple appointments may
be made only in situations where it is reasonable to expect the
employee to be assigned for at least one day per calendar qear in
each title. Such multiple appointmente must be approved bq the
Personnel Director.
