99-42aR��iNa� Presented By Council File # RESOLUTiON CITY OF SAINT PAUL, MINNESOTA Resolution # ��" �� Green Sheet # �' �LiJ Referred To Committee: Date 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 WI-IEREAS, the Housing and Redevelopment Authoriry and the City of Saint Paul worked with the neighborhood from 1991 to 1995 developing the Phalen Village Small Area Plan, with the culmination of final adoption by the City Council on December 6, 1995; and WIIEREAS, on November 26, 1997, by Resolution 97-lll26-3 the City Council acting as the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota approved the development and funding for Lake Phalen Town Homes and designated the Executive Director to finalize all terms and conditions to carry-out the development; and WI�REAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, submitted an application to the Department of Trade and Economic Development on October 1, 1998, for fundin� to further address the wetland connection between Lake Phalen Town Homes and City wetland restoration to Lake Phalen; and WIIEREAS, on November 20, 1998, the City of Saint Paul was notified by the State of Minnesota that the Housing and Redevelopment Authority of the City of Saint Paul had received approval for a Redevelopment Grant from the Minnesota Department of Trade and Economic Development (DTED) in the amount $221,000. BE IT RESOLVED that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota act as the legal sponsor for project(s) contained in the Redevelopment Grant Program submitted October l, 1998, and that the Executive Director was authorized to apply to the Department of Trade and Economic Development for funding of this project on behalf of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota. BE IT FL3RTHER RESOLVED that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota has the legal authority to apply for financial assistance, and the institational , managerial, and finaucial capability to ensure adequate project administration. BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application and approved in the IIRA Resolution 97-11/26-3 are committed to the project identified. BE IT FURTHER RESOLVED that the Housin� and Redevelopment Authority of the City of Saint Paul, Minnesota, has not violated any Federal , State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice. BE IT FURTHER RESOLVED, that upon approval by the state, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, may enter into an agreement with the State of Minnesota for the above referenced project, and that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota certifies that it will comply with all applicable laws and regu]ation as stated in all contract agreements. NOW THEREFORE BE IT RESOLVED that the Executive Director, Housing and Redevelopment Authority of the City of Saint Paul, Minnesota is hereby authorized to execute such agreements as are necessary to implement the pro}ect on behalf of the applicant as approved by the HRA in Resolution No. 97-11/26-3.
