Presented By � �� Ref rre To Committee: Date t o Committee By Date WHEREAS , t e Minnesota Pollution Control Agency (MPCA) has made public notice th t it will issue an Air Emission Facility Permit number 249-87-OT 1 to Ford Motor Company for its automotive assembly plant at 966 Sou h Mississippi Blvd . , Saint Paul , Minnesota , allowing operation of all facilities at the assembly plant ; and WHEREAS , PCA in its determination has indicated that interested parties may submit comments or requests to the Agency about the draft permit , with public comment period commencing March 20 , 1987 and terminating April 24 , 1987 ; and WHEREAS , he City of Saint Paul considers itself an interested party in the ab ve action , since the Ford assembly facility is en- compassed entir ly within the City ' s Highland area ; and WHEREAS , he City has found active public concern with the new Ford assembly p inting facilities as they affect the Highland area ; and WHEREAS , he City has a continuing interest in any manufacturing process that co ld affect the health and safety of its citizens ; now THEREFORE BE IT RESOLVED that the City of Saint Paul requests the ��PCA : a . to ma e a factual determination as to whether or not emiss 'ons from the Ford Plant facility are toxic ; and b . to determine whether or not emissions from the Ford Plant facilities are unduly noxious and unacceptable to a majority of the Highland area residents ; and COU[VC[LMEN Requested by Department of: Yeas Nays In Favor _ __ Against BY Form Approved by City Attorney Adopted by Council: Da e Certified Passed by Council S cretary BY g�, Approved by Mayor: Date _ Approved by Mayor for Submission to Council By - — BY WHITE - CITV CLERK PINK - FINANCE GITY OF SAINT PAUL Council /41 � CAN�RV - D�PARTMENT File NO.
