I: C. f� PARCEL SIZE: 5.43 acres EXISTING LAND USE: Cemstone concrete plant that includes a mixing tower, office and shop space, and storage bins for sand and gravel. SURROUNDING LAND USE: North: Truck storage yazd, BNSF's northerly mainline railroad tracks, and the U. of M. busway in I-1 zone East: Modem light industrial facilities that combine offices and manufacriuing in I-i zone South: BNSF's southerly mainline railroad tracks and a large railroad switching yard in I- 1 and I-2 zones West: A chemical plant in the I-1 zone and then, about 600 feet to the west, housing in an RM-2 zone �� E. ZONING CODE CITATION: Section 67301 says that platting is required when lots . are created on previously unplatted land. Section 67.406 gives criteria for the review of subdivision appiications. These criteria are covered below in the fmdings section of this staff report. F. ffiSTORY/AISCUSSION: Cemstone has operated at this site for neazly 20 yeazs and before that it was a ReadyMix facility. Cemstone leases the site from the BNSF Raikoad. Now they intend to buy the property and this is the reason that the legal description is being cleaned up by consolidating the various parcels into a single platted lot. G DISTRICT COiJNCIL RECOMMENDATION: No recommendafion was received by the time of this stafF report. H REQUIRED FINDINGS: All the applicable provisions of the Legistative Code are complied with. This finding is met. City staff have reviewed the proposed preliminary and final plat and have determined that all applicable provisions of city codes are met. 2. The proposed subdivision will not be detrimental to the present and potential surrounding land uses. This fmding is met. The ownership of the land will change but no change in the Cemstone operations aze proposed at this tune. • 3. The area surrounding the subdivision can be planned and developed in coordination and compafibility with the proposed subdivision. This �mding is met. All surrounding ptoperties are industrial and most have developed since the concrete plant has been there. 4. The suhdivision is in conformance with tbe Comprehensive Plan. This fmding is met The land is designated for industry. 5. The subdivision preserves and incorporates the site's important existing naturai features, wherever possible. This fmding is met. Most of the site is paved for heavy trucks. There may be a question about the quality of surface run-off, which seems to drain towazd a ditch along the railroad tracks, but the plat itseif has no effect on the drainage. 6. Ali land intended for building sites can be used safely without endangering residenYs by peril from flood, erosion, continuously high water table, severe soil conditions or other menace. This fmding is met. The site has been used for this purpose for decades. The development can be economically served with public facilities and services. This finding is met. Pnblic uTilities aze available in Energy Park Drive. Now they intend to buy the property and this is the reason that the legal description is being cleaned up by consolidating the various parcels into a single platted lot. G DISTRICT COiJNCIL RECOMMENDATION: No recommendafion was received by the time of this stafF report. H REQUIRED FINDINGS: All the applicable provisions of the Legistative Code are complied with. This finding is met. City staff have reviewed the proposed preliminary and final plat and have determined that all applicable provisions of city codes are met. 2. The proposed subdivision will not be detrimental to the present and potential surrounding land uses. This fmding is met. The ownership of the land will change but no change in the Cemstone operations aze proposed at this tune. • 3. The area surrounding the subdivision can be planned and developed in coordination and compafibility with the proposed subdivision. This �mding is met. All surrounding ptoperties are industrial and most have developed since the concrete plant has been there. 4. The suhdivision is in conformance with tbe Comprehensive Plan. This fmding is met The land is designated for industry. 5. The subdivision preserves and incorporates the site's important existing naturai features, wherever possible. This fmding is met. Most of the site is paved for heavy trucks. There may be a question about the quality of surface run-off, which seems to drain towazd a ditch along the railroad tracks, but the plat itseif has no effect on the drainage. 6. Ali land intended for building sites can be used safely without endangering residenYs by peril from flood, erosion, continuously high water table, severe soil conditions or other menace. This fmding is met. The site has been used for this purpose for decades. The development can be economically served with public facilities and services. This finding is met. SURROUNDING LAND USE: North: Truck storage yazd, BNSF's northerly mainline railroad tracks, and the U. of M. busway in I-1 zone East: Modem light industrial facilities that combine offices and manufacriuing in I-i zone South: BNSF's southerly mainline railroad tracks and a large railroad switching yard in I- 1 and I-2 zones West: A chemical plant in the I-1 zone and then, about 600 feet to the west, housing in an RM-2 zone �� E. ZONING CODE CITATION: Section 67301 says that platting is required when lots . are created on previously unplatted land. Section 67.406 gives criteria for the review of subdivision appiications. F. ffiSTORY/AISCUSSION: Cemstone has operated at this site for neazly 20 yeazs and before that it was a ReadyMix facility. Cemstone leases the site from the BNSF Raikoad. Now they intend to buy the property and this is the reason that the legal description is being cleaned up by consolidating the various parcels into a single platted lot. G DISTRICT COiJNCIL RECOMMENDATION: No recommendafion was received by the time of this stafF report. H REQUIRED FINDINGS: All the applicable provisions of the Legistative Code are complied with. This finding is met. City staff have reviewed the proposed preliminary and final plat and have determined that all applicable provisions of city codes are met. 2. The proposed subdivision will not be detrimental to the present and potential surrounding land uses. This fmding is met. The ownership of the land will change but no change in the Cemstone operations aze proposed at this tune. • 3. The area surrounding the subdivision can be planned and developed in coordination and compafibility with the proposed subdivision. This �mding is met. All surrounding ptoperties are industrial and most have developed since the concrete plant has been there. 4. The suhdivision is in conformance with tbe Comprehensive Plan. This fmding is met The land is designated for industry. 5. The subdivision preserves and incorporates the site's important existing naturai features, wherever possible. This fmding is met. Most of the site is paved for heavy trucks. There may be a question about the quality of surface run-off, which seems to drain towazd a ditch along the railroad tracks, but the plat itseif has no effect on the drainage. 6. Ali land intended for building sites can be used safely without endangering residenYs by peril from flood, erosion, continuously high water table, severe soil conditions or other menace. This fmding is met. The site has been used for this purpose for decades. The development can be economically served with public facilities and services. This finding is met.
