� WHEREAS, designin a fee structure for use of certa'n services is an alternative
method to pay for the cost of providing that servic , and
WHEREAS, such org nizations and governmental units �harge fees for certain recre-
ational and cultu al services, and
WHEREAS, inabilit to pay such fees may block acces� to these services for families
and children at p verty level incomes, and '
WIiEREAS, equal ac ess to all community services is � right for all citizens of
Minnesota, and
WHEREAS, sliding ee schedules based upon ability-t�-pay recognize the need to
financially susta n cultural and recreational servi�es as well as to provide equal �
public access to uch services, therefore
BE IT RESOLVED th t the City of Saint Paul supports legislation which requires
all governmental nits and tax-exempt organizations which charge fees on recreational
and cultural servi ce5 to institute a sliding-fee sc edule, and
BE IT FURTHER RES LVED that the City of Saint Paul upports a process which will
issue Cultural Op ortunity Certificates to families at the poverty level or below,
which will entitl them to participate in cultural nd recreational opportunities
based upon their bility to pay.
