RESOLVED by the Council of the City of Saint �aul that the
Anti-Apartheid R solution adopted July 10, 1986 as Council File
No . 36-948 is am nded to read as follows :
4]HEREA , it is the policy of the City o� St . Paul
to encourag political , economic and social nolicies
which guar tee civil rights , civil liberties , and econ-
omic oppor nities ; and
WHERE S , it is the policy of the City of St . Paul to
condemn an seek the eradication of the nolicy of apartheid
in South A rica, a doctrine of racial senaration under which
rights and obligations of individuals are defined according
to their r cial and ethnic origin; and
WHERE S , the system of apartheid, officially adonted
by the Gov rnment of South Africa in 1948 , is morally
repugnant o the people of the City of St . Paul ; and
THE ORE, BE IT RESOLVED, the City of St . Paul
shall not :
1 . urchase commercial paper and or Bankers
cceptances of banks �e a�.� e�l�e� b�.s��.ess
�.��. nor purchase financial services from
anks that continue to :
. Advertise or otherwise promote the sale
of krugerrands or other coins minted in
the Republic of South Africa,

sibi ity esearch Center , Inc . , as questionable concerning
their dea ings with South Africa, shall file with the City
Treasurer a copy of the bank' s policy relating to South
Africa an if requested, a certificate signed by a duly
authorize officer of such banlc setting forth that :

a. It does not advertise or otherwise promote
the sale of Krugerrands or other coins

c It does not make loans and extension of
credit to the South African Government ,

corporat policy relating to South Africa and if requested,
a certif cate signed by a duly authorized officer of such
business setting forth that it does not make investments ,
direct a indirect, in new businesses in South Africa, or
any new 'nvestments in existing South African business .

have be n met by the Government of South Africa:
a. Fliminate policies that prohibit Black
employees and their families from living
in family accomodations near their place
of employment .

b Eliminate influx control policies that
restrict Blacks from seeking employment
where they choose, and that prevents them
from living near where they find employment .
c. Eliminate the pass law which requires Blacks
to keep on their person at all times a govern-
ment issued i:dentification card.
Eliminate policies that make distinctions
between the South African nationality of
Blacks and Whites .
Eliminate the policy of removing Black popu-
lations from certain locations for reason
involving race or ethnic origin.
Eliminate all residence restrictions based on
race or ethnic origin.
BE I FURTHER RESOLVED, the Mayor shall report annually in
December to the City Council assuring compliance with the
provisio s herein, and
BE I FINALLY RESOLVED, that this resolution rescinds in
its enti ety Council File No . 85-1381 , dated October 10, 1985 .
