Her request was the result of an informal discussion concerning the recent District Heating Rate Case and problems encountered with that process. The original specific areas of concern were ex-parte contacts, conservation investment programs, cold weathershut off rules, and protective orders for rate case filings. In reviewing the statutes and Rules of the Public Utilities Commission for ideas several more subjects turned up, including uniform system of accounts, general regulatory requirements, purchased fuel adjustments and procedures for the conduct and review of utility rate regulatory hearings . In very simple terms I lifted the concepts of public utility management and regul�tion from the PUC statute and rules. I was surprized by the volumn of material and the complexity of the issues. However it appears to me that we have, or shortly will have, a need for all this material as the DHDC regulatory process evolves. I am not suggesting that the City adopt all this material verbatim. However considerable select portions likely will be necessary to more fully outline the roles and rights of the parties, and to protect the interests of DHDC, its customers and the City. At this state we can prepare a bill to accomplish the goal sought without having first drafted all the detailed rules.
