THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section l . That Section 2.07 be added to the Saint Paul Administrative Code and that it read as follows: "2.07. Review of ordinances and resolutions. (1 ) Al1 proposed ordinances and resolutions initiated by the city administration including the Mayor ' s office shall be reviewed by the Mayor' s office before introduction to the council . The Mayor ' s office shall determine whether additional administrative procedures including rules , regulations or resource proposals are necessary for implementation of the ordinance or resolution. The administrative procedures or a timetable for the completion of same shall be provided by the Mayor' s office to the council prior to the introduction of the ordinance or resolution. (2) All proposed ordinances and resolutions initiated by the council shall be referred -�o and reviewed by the Mayor ' s office prior to any committee hearing. ( 3) Ordinances and resolutions submitted not in compliance with Sections (1) and (2) above will not be considered by the council . (4) Emergency ordinances and resolutions for emergency appropriations as defined in Section 6.06 and Section 6.03 . 3(3) respectively of the Saint Paul City Charter are exempted from the provisions of this Section. " Section 2. This ordinance shall take effect and be in force thirty (30) days from and after its passage , approval and publication.
