Minnehaha. A copy of that resolution is enclosed. As you'll note from the resolution, the special condition use permit has been appealed by the neighbors. The appeal will be before the Planning Commission soon. • The grounds for the PZanning Commission appeal are numerous. However, the main points are (1) there already is another community residential facility within a quarter mile of 1636 W. " finnehaha; (2) mixing youthful sex offenders with the sexually abused children is ill-advised; and (3) this type of facility is inappropriate for a residential neighborhood so close to an elementary school, recreation center, public library and housing for the elderly. The resolution recognizes the authority of the License Inspector to issue Room and Board Licenses since they are a Class I type license. However, in view of the fact of the seriousness of the situation and the pending zoning appeal, I will be asking the Council to pass this special resolution so we would be able to hold a public hearing before the room and board license application is acted upon.
