An administrative Resolution changing the
rate of pay for Civil Service Transactions
Clerk I in the Salary Plan and Rates of
Compensation Resolution.
RESOLVED, that the rate of pay for the title of Civil Service Transactions
Clerk I be changed from the rate set forth in Grade 26, Section I D 1 to Grade
31 , Section I D 1 in the Salary Plan and Rates of Compensation Resolution;
and be it
FURTHER RESOLVED, that the incumbents holding this title shall be eligible
for retroactive pay in accordance with the negotiated comparable worth agreement;
and be it
FINALLY RESOLVED, that this resolution shall take effect and be in force on
the first pay period after the passage, approval and publication of this resolution.

Supervisor's Comments � Marlene Rrupich and Bafael Viscasillas both stated
that the position was uadervalued by the consultanta.
J.A.Q. Comparisons: The position in question vas compared with the J.A.Q.s of
positions allocated to the Clerk III, Clerk Typist III� Clerk IV and Payroll
Supervisor classes. It was revealed that the duties of the position vere
argnably more responsible thaa those of Clerk Li1�:s. The position does not have
the supervisory responsibilities of t�e Payrol� Supervisors II and III.
Class Specification Comparisons: Comparisons Were made of the position in
question with the speciflcations for the aforementioned classes. It was revealed
that the duties of the position are unique tio the Personael Office.
QES Evaluation: 1735 were assigned. This is equal to grade 31 of the Clerical
Standard Ranges.
Recommendation: The position should remain allocated to the Civil Service Transaction
Clerk I class. The_class should be upgraded from grade 26 to grade 31 of the
Clerical Standa Ra s. •

DESCRIPTION OF WORK: ,
General Statement of Duties: Performs responsible technical work
in the certification of eligibles, the maintenance of Civil Service
transaction records and in the suditing of the City and Board of
Education payrolls; and performs related duties as required.
Supervision Received: Works under the general direction of the
unit head.
Supervision Exercised: Acts as a lead worker.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all
positions in this class.
Assigns work to employees involved in payroll and records auditing.
Interprets and assists employees in applying Civil Service Rules
and bargaining agreements in the audit of payrolls and personnel
transactions.
Verifies reports of personnel transactions, such as certifications,
appointments, lay-offs, leaves of absence, reinstatements,
resignations, transfers, reductions, salary changes, etc. , for
compliance with Civil Service Rules and maintains records of such
transactions.
Maintains a current Civil Service eligible, reinstatement and
transfer register and certifies to the appointing authority
candidates for position openings.
Prepares reports of personnel transactions.
Maintains a record of all published Civil Service ordinances.
Maintains records of inedical examinations of new City employees;
transmits medical records to City Attorney for review; and
schedules employees special medical examinations as requested by
department heads.

and annual evaluations for new appointments and present City and
Education employees; assists in follow-ups for unsatisfactory

Knowledge of numerous agreements for bargaining units, Civil
Service Rules, City Charter, Salary Plan and Rates of Compensation,
salary schedules, severance pay ordinances, Judge of Election's
Rules and Supervisor's Manual.
Knowledge of office policies, procedures and office equipment
including computer terminals.
Ability to supervise and evaluate the work of others.
Ability to communicate effectively, orally and in writing, with
employees and the public.
Ability to maintain a variety of records and to prepare a variety
of reports.
MINIMUM QUALIFICATIONS
High School graduation and five years of responsible clerical
experience dealing primarily with payroll and personnel functions.

Duties and responsibilities: ,
Under supervision, in the Civil Service Bureau, to check City
payrolls, keep personnel records of City employees, and
perform the clerical work in connection with personnel
transactions; and to perform related work as assigned.
Examples of work performed:
To check the payrolls of all City employees for compliance with
appropriate ordinances and Cha.rter provisions.
To check reports of personnel transactions, such as certifications,
appointments, layoffs, leaves of absence, reinstatements,
resignations, transfers, reductions, salary changes, etc. , for
compliance with rules and regulations, and appropriate ordinances
and Charter provisions; and to record such transactions.
To keep records of current and cumulative sick leave of Civil
Service employees.
To answer inquiries over the telephone.
To prepare periodic reports of Civil Service transactions and

related information.
Minimum qualifications:
High school graduation and five years' experience as a Clerk III
or equivalent.

The Finance, Management and Personnel Committee took the following actions at
its January 29, 1987 meeting:
1. Resolution amending the 1987 budget by transferring $20,250 from Contingent
Reserve to the Office of the City Attorney for payment to Municipal Code
Corporation for printing of the legislative Code. Approved with
recommendation to pass.
2. Resolution amending Section 20, Subsection 20.C, of the Civil Service
Rules pertaining to sick leave. Laid over for 1 week. _
3. Resolution authorizing proper city officials to execute an amendment to
the Consolidated Cooperation Agreement between the city and the Public
Housing Agency for the purpose of reducing the PILOT payment to benefit
the low-income housing .program in St. Paul. Laid over for 4 weeks.
4. Administrative Order: D-8241: Additions of $800 to the Fuel Service
Station Canopy Construction Project. Discussed.

6. Resolution adopting a policy direction for the city's investment program.

7. Resolution ratifying bylaw change to the Saint Paul Fire Department
Relief Association. Approved with recommendtion to pass.
8. Resolution approving contract with the MN. Department of Health whereby
the city will provide risk reduction and disease prevention, education and
counseling, antibody testing and referral services to persons with increased
risk of exposure to AIDS. Approved with recommendation to pass.
10. An ordinance amending Chapters 369 and 370 of the Legislative Code pertaining
to building trades and business licenses and certificates of competency (fire
sprinklers) . Approved with recommendation to pass. -
11. Discussion of the City Hall and Courthouse Repair and Improvement package.
