WHEREAS , The Saint Paul Fire Department Relief
Association is a pension fund created by statute and to
which fire department personnel and the City contributes
sums of money to maintain the fulfillment of its
objectives , and
W HEREAS , The Association propases changes in its
by-laws and Minnesota Statute 69 . 77 requires approval l� the
City of the by-laws or amendments thereto before they become
effective if the City contributes to the pension fund ; now
therefore, be it
RESOLVED , That the Council of the City of Saint
Paul hereby approves of the proposed changes in the
Association' s by-laws which are attached hereto and
incorporated by reference .

$Y-LAWS OF THE
SAINT PADL FIRE DEPARTMENT
RELIBF ASSOCIATION
The following are by-law changes of the Saint Paul Fire
Department Relief Association which are being presented to the
Saint Paul City Council for approval in accordance with Minnesota
Statutes 69.77.
ARTICLE VI
Section 4: Subsequent to de��r �� �9�3; Janaury 1, 1987, the basic
Service Pension shall be �P����� a�se7 �t�fle�ea��s {38:9} Thirty One
(31) units per month, or such greater sum as shall be hereafter
provided by law, payable monthly.
a) The basic Service Pension may be increased by the
addition of one and eight tenths (1 .8) units per month for
each year of active service rendered by the applicant in
excess of Twenty (20) years of service in the Fire
Department of the City of Saint Paul and Membership in
this Association.
b) In no case shall the total Service Pension paid any
eligible member of this Association exceed �P�����-�t�e a�e�
t��r�e �er���s {39;9} Forty (40) units per month unless a
greater amount is hereafter ptovided by law.
c) Chapter 607, Laws of 1980 makes the following provision:
pAn additional service annuity equal to ONE HALF of ONE
percent of the salary of a first grade fire fighter on the
date of termination of active service, per year of service
credit acquired in excess of twenty five (25) years of
service credit shall be payable for the life of the
retired member. This additional service annuity, credited
for service acquired in excess of twenty five (25) years
of service credit, shall not be escalated or increased in
any manner after retirement, unless permitted by law.
ARTICLB VII
Section 3: Disability Pensions granted to members of this
Association shall be paid from the Special Fund for the life of
the pensioner unless earlier terminated as provided in these By-
Laws.
a) Should the member be disabled and incapacitated for
service in the normal duties assigned by the Fire
Department, a pension shall be paid which shall be

month, payable monthly.

b) Should the member be disabled and incapacitated for
service in the normal duties of the fire Department, and
be capable of performing light manual labor or office
work, a pension shall be paid which shall be Thirty-one
and five tenths (31.5) units per month, payable monthly.
c) Should the member be disabled and incapacitated for
service in the normal duties of the fire Department, and
be capable of performing manual labor, a pension shall
be paid which shall be Twenty-seven (27) units per
month, payable monthly.
d) Anything to the contrary hereinabove notwithstanding,
should any member be disabled ancl incapacitated for
service in the normal duties assigned by the Fire
Department of the City of Saint Paul, and should said
member have a spouse and dependent child or children,
qualified under Article VIII hereof to receive a pension
in the event of the death of such member, the amount of
the Disability Pension paid hereunder shall be increased
to that amount payable under said Article VIII, Section 2,
to a widow and dependent child or children, and shall de-
crease in the same manner as upon the death marriage or
majority of each child dependent.
1) Such increased pension shall in no event exceed Sixty
(60) units monthly, forty-six (46) units being payable
from the Special Fund and the balance from the General
Fund, monthly.
ARTICLE VIII
Section 2: On the death of any member or pensioner hereunder
including a member receiving Sick Relief, who is survived by a
widow, or a child or children, upon receipt of a written
application on forms prescribed for such purpose by the Board of
Examiners within 60 days of the death, filed with the Secretary
a pension shall be paid as determined by the Board of Examiners
and Board of Trustees from the Special Fund.
a) A "Widow" for purposes of this Article is defined as a
married wife, living with such member on the date of
death, whose marriage predated retirement from active
duty on the fire Department of the City of St. Paul and
removed from its payroll, or should the decedent be the
recipient of benefits hereunder, such marriage must
predate the date of retirement and removal from the
payroll of said Department by not less than One (1) year.
b) A pChild" or "Children" for purposes of this Article is
defined as an unmarried dependent or dependents of the
decedent whether naturally born or adopted at the date of
death, or born alive within Ten (10) months after death

who have not achieved the age of 18 years, or in the case
of full time students, the age of 22 years.
c) Each applicant hereunder shall be considered by the
Board of Examiners and Board of Trustees as is provided
in Article VII for consideration of an Application for
Disability Pensions.
d) The widow and child or children of a deceased member of
the Association shall receive a pension paid from the
Special Fund and computed as follows:
1) To a widow, �Pa�r���* er�e a�el ���e �er���s {�};9} Twenty Two
(22) units per month payable monthly for her life or so
long as she remains unmarried; provided, however, that
should a widow remarry and such remarriage terminates
for any reason, said wiclow may apply for reinstatement
of her pension hereunder on forms prescribecl for such
purpose by the Board of Examiners, filed with the
Secretary, within Ninety (90) days of the termination
of such remarriage, and the matter shall be considered
as an initial application for widow's pension
hereunder.
2) To a child, or children of the decendent:
i) If the mother is living, se�er� afle� t�#ne �er���s {�9}
Eight (8) units per month, payable monthly for each
such child or children, which shall be paid the
mother until such time as such child or children
individually reach the age of Eighteen (18) years,
marries, dies or being under Eighteen (18) years of
age, joins the Armed Forces of the United States.
ii) If the mother is not living, that amount determined
by the Board of Examiners as shall be necessary to
provide properly for the maintenance, care, support
and general welfare of such child or children, which
shall not exceed Forty (40) units per month, payable
monthly to the guardian, conservator, custodian or
representative of such child or children until each
child shall have attained the age Eighteen (18)
years, marries, dies or, being under the age of
Eighteen (18) joins the Armed Forces of the United
States.
e) The pension paid a widow and the child or children of a
deceased member shall not exceed in the aggregate the
sum of Forty-six (46) units per month.

The Finance, Management and Personnel Committee took the following actions at
its January 29, 1987 meeting:
1. Resolution amending the 1987 budget by transferring $20,250 from Contingent
Reserve to the Office of the City Attorney for payment to Municipal Code
Corporation for printing of the legislative Code. Approved with
recommendation to pass.
2. Resolution amending Section 20, Subsection 20.C, of the Civil Service
Rules pertaining to sick leave. Laid over for 1 week. _
3. Resolution authorizing proper city officials to execute an amendment to
the Consolidated Cooperation Agreement between the city and the Public
Housing Agency for the purpose of reducing the PILOT payment to benefit
the low-income housing .program in St. Paul. Laid over for 4 weeks.
4. Administrative Order: D-8241: Additions of $800 to the Fuel Service
Station Canopy Construction Project. Discussed.
5. Resolution changing the rate of pay for Civil Service Transaction Clerk I
from Grade 26 to Grade 31, Section I D 1, in the Salary Plan and Rates of
� ! Compensation Resolution. Approved with recommendation to pass.

6. Resolution adopting a policy direction for the city's investment program.
