Voting In the Matter of improving the following Avenue and Streets by constructing a
Ward water main in Upland Avenue from Burlington Road to Oakridge Street
and in Oakridge Street from Upland Avenue to Howard Street and in
7 Fir Street from Oakridge Street to 300 feet south of Oakridge Street.
Also, constructing water service connections.
The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and
having considered said report,hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof
is$ 73,600 , financed by ABSeasments $52,219 and City Aid $21,381,
Water Service connections assessed at $815 per connection.
2. That a public hearing be had on said improvement on the 17th day of F@bruary, 1987 ,at
10:00 o'clock a.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter,stating the
time and place of hearing,the nature of the improvement and the total cost thereof as estimated.

WHEREAS , on November 13 , 1986 , the Council received a nresentation
from the Overnight Shelter Board and a Report dated September 1986
entitled "A Report To The Saint Paul City Council And r�ayor From The
O;�ernight Shelter Board Part II And Analysis Of Emergency Shelter
Survey Conducted Atoril, 1986" , hereafter referred to as the "Report" ;
and
WI?EREAS , said P,.et�ort contained ten recommendations which the
Board and City Council recognize will require involvement of g;overn-
mental and other entities if the recommendations are to be success-
fully implemented; and
�IHFP,EAS , Ordinance No . 17292 , C .F. No . 85-1176, adopted
September 17 , 1985 provides that the City Council shall act on the
Board' s recommendations within 90 days of their presentation; and
�i�THEREAS, the City Development and Transportation Committee has
considered these matters and has made recommendations for Council
action upon the recommendations of the Report ; now therefore, be it
RESOLVED by the Council of the City of Saint Paul as follows :
1 . That the Report of the Overnight Shelter Board is hereby
adonted and the Revorts ' ten (10) recommendations are he�eby
recobnized as "worlc.ing �oals" for the City of Saint Paul ;
2 . That the P�ayor is charged to meet with the Ramsey Count_y
Administrator in order to identify specific strategies and admin-

RECOMMENDATIONS .
The City of St. Paul, which created the Overnight Shelter Board and requested
reports such as this, is aot necessarily the governmental entity with p.rimary
responsibility for meeting the needs of homeless persons or for reducing
homelessness. The county, state and federal governmeats and other cities may
:,have to.play_equal or greater roles.__-___4lhile recognizing this fact,—the -Board ==- -
concluded that limiting its recommenda tions to those issues within the City's
primary control would be too narrow. It is hoped that everyone who is
cancerned with the problem of homelessness can use the following
recommendati,ons, the entire report and the survey data �underlying it to fashfon
effective strategies involving various levels of public and private sector
involvement.
1. Create raore affordable housing, both transitional and parmanent, to
reduce the demand for "emergency" overnight shelter beds. (See p. 19)

As used here, "affordable housing" for homeless single persons means sleeping
rooms (single room occunancy, or "SRO's") or efficiency apartments renting for
$100 -150 per month. .
"Transitional housing" provides both shelter over an extended time and a stable " �
eavironment with professional staff who can help homeless persons resolv� '
probleras which have prevented them from securing adequate, affordable housing.

2. At least untfl more affordable housing exists, maintain or increase the -
number of overnight shelter beds. A. specific recommendation on the number of
beds needed, based on more recent data, will be reported separa tely. �
The number of beds in batt�red women's s�elters should be increased.

3. Since the survey confirmed that significaat numbers of homeless
persons have experienced mental illness, the City and County should work
together to assist those persons avoid home�.essness. Professionals working in
this field recommend that outreach workers and �ase managers are needed to help
mentally ill persons receive available services aad manage their own scarce
resources to meet their basic living needs without becoming homeless. Thep
also recommend that some funding which is nos� tied to institutional care should
be made available for mentally ill persons living in the community.

4. The survey also confirmed that significant numbers of homeless �ersons
have problems with chemical dependency. Professionals working in the field
recomccend that the City and County work together to support chemical dependency

programs with qualified professional staff and community liaison workers to _
help homeless persons with chemical abuse problems. Financial management
services would allow some chemically dependent persoas with steady but marginal
incomes to secure permanent lodging and meet other basic needs. (See p. 18) -- �
5. More essential services needed by homeless persons should be
� �accessible to persons staying in the shelters (for example, meals, clotlring, - .
medical care, employment sexvices), to make it easier for homeless persons to
meet the necessities of life and. to move out of homelessness. (See p. 12) _ _ :
6. The City and County should sat a legislative priority of restoring
General Assistance to persons without other sources of income.
7. Ci-ty- zoning policies should permit emergency overnight shel-t�rs, _ _
transitional housing ur.n ;.�0's to locate in a variety of residential 'and
business zones.
8. .Emergency overnight shelters should. provide far the special needs of
r.hildren, such as by providing childcare.
9. The City should encourage the private sector to develop a transitional
employment program for homeless persons.
i0. The City or County should not eliminate an existing shelter program .
