The Saint Paul Parks and Recreation Commission received testimony &om members of
Responsible Owners of Mannerly Pets (ROMP) at its February 10, 1994 meeting urging it
to set up a coxnmittee to study the advisability of establishing off-leash dog areas in city
pazks. The ROMP speakers were accompanied by about 75 supporters who listened to
the presentation and subsequent Commission discussion of the proposal.
The Commission fiirther discussed the matter at its March 10 meeting and passed
resolufion 99-4, which is being transmitted to Council offices by Commission staff, at its
April 14 meeting. Commission resolution 99-4 is the basis for the proposed City Council
resolution attached to green sheet 62666. The proposed Ciry Council resolution would
authorize ihe Parks and Recreation Commission to establish a legislative review
committee to study and make recommendations about this matter. The Commission will
review the report of the legislative review committee and in turn send its
recommendations to the City Council early in 2000.
T believe this process will provide an effective way of studying this issue and a sound
