WHEREAS, the Human Services Initiative has helped the City
to focus on human service issues facing Saint Paul and its
residents; and
WHEREAS, the Human Services Initiative has enabled the City
to create and participate on task forces and in coalitions to
work on human service issues; and
WHEREAS, Saint Paul organizations and neighborhoods have
benefited from the work and assistance of the Human Services
staff; and
WHEREAS, the City wishes to continue the work of the Human
Services staff beyond the grant period provided by the Northwest
Area Foundation funding; now, therefore, be it
RESOLVED, that the City of Saint Paul does hereby publicly
accept and thank the McKnight Foundation for providing a
$36, 600 grant for the continued funding of the Human Services
Initiative staff.

Dear George:
The Directors of The McKnight Foundation met on Saturday, November 22� 1986,
to review a number of funding requests among which was the requeat from the
City of Saint Paul in the amount of �75,000 to assist in the identification of
the City's role and involvement in human services and to foater neighborhood
human aervice initiatives.
I am pleased to inform you that the Directors approved a grant in the amount
of �36,600 to provide salary and aupport costs for one ataff inember for one
year. Our check in full and final payment is enclosed. Would you please
acknoWledge receipt of this grant payment and send us a fiscal and program
report on the use of these funds no later than February 15, 1988.
We wish you success in the attempt to build greater self-reliance within the
City's neighborhoods.

WHEREAS, Martin and Pam Sinnot made application to the
Planning Commission for a non-conforming use permit under the
provisions of Section 62. 102, Subd. 5(11 ) of the St. Paul Zoning
Code for the purpose of continuing the use of a residence as
a triplex on property located at 1255 Ashland Avenue, Saint Paul ,
Minnesota, legally described as Lot 20, Block 24, Rnna and Ramsey
Addition; and
WHEREAS , the Planning Commission following pubic hearings
held by the Zoning Committee on November 6 , 1986 , denied the
application for reasons as set forth in Planning Commission Reso-
lution No. 86-106 , adopted November 7 , 1986 ; and
WHEREAS , Martin and Pam Sinnot did appeal this decision
of the Planning Commission to the City Council pursuant to the
applicable provisions of the St. Paul Zoning Code and the City
Council , having conducted a hearing on December 18 , 1986 , with
notice to affected property owners and appellant; now, therefore
it is hereby
RESOLVED, that the decision of the Planning Commission be
and is hereby reversed; and, be it
FURTHER RESOLVED, that the City Council does hereby approve
the issuance of a non-conforming use permit for the property
at 1255 Ashland Rvenue, legally described as Lot 20, Block 24,
Anna and Ramsey Addition, to permit the continued use of a third
floor apartment, the property therefore being allowed to be used
as a triplex; and, be it
