The Dale/Hoyt Separated Sewer Area encompasses a thriving business (Linder`s Green- house) , which would be adversely impacted without intricate planning and scheduling; a cemetery, which must protect the rights of those families, and people who have relatives or friends buried .there; a very active Maternity of Mary Church and School, � which has a tremendous parking need; Ideal Hall, which also has a parking impact need; and numerous other neighborhood concerns that we were able to share with you. Additionally, we are dealing with two bus routes with above-average ridership ' (especially Monday through Friday) . Together, we must address a safe, but efficient, traffic flow which is workable for the riders and residents. As we stated this morning, this memo is to review the areas of concern which we viewed together. (I am very grateful that over 150 peopl� attended the meeting at Maternity of Mary. Some of these concerns were addressed there--some were called in to us.) 1. Linder`s Greenhouse, both wholesale and retail, bounded by Larpenteur Avenue and Wheelock Parkway. A meeting should be held with you, our office, Peter White, Dick Williams, Short Elliott Hendrickson Inc. , Tom Lynch, etc. , to address the complex nature of the interfacing of the sewer, drainage, high volume of traffic and business, etc. This meeting should be held during the month of January. The bid specifications should include any agreements reached. 2. Trees for the entire area should be ordered as part of the bid specification through the Division of Parks and Recreation, with fall planting, and confirmation sent to the District Planning Councils and this office. 3. Water problems that have appeared in and around 478 West Arlington Avenue, the Harold Hebl residence, should be addressed so that sinking holes, both in the boulevard and street area, and in the actual yard, do not continue to occur. Confirmation should be sent via the Water Department and Public Works Department to the Hebls' . (As you know, in the Maryland/Galtier area, there was a similar situation. A neighborhood resident brought this concern to the attention of our office and, subsequently, to the Public Works Department. Her concern was well-founded and resulted in lower capital improvement costs and labor costs.) 4. Maternity of Mary parking, Ideal Hall parking. Since a high concentration of parking occurs both in the parking lot and on all major streets and side streets, a detailed parking plan should be developed and shared with all of those involved. As you know, Maternity of Mary has a school and a very active congregation; mass times and school times should be taken into consideration. The Ideal Hall has seven (7) weekly bingo occasions, plus weddings and/or parties which should also receive proper time and attention so that negative impact will not be felt in the residential area. It should be noted that both properties are surrounded by streets that will have sewer construction work. This construction, in the past, has required longer reconstruction down-time. ' 5. As you know, we stopped by the Ray Schmidt residence at 1376 North Dale Street. Mr. Schmidt was one of the original property owners in this area. To establish his sewer connection, Mr. Schmidt was assessed for a sewer connection from his house to Wheelock Parkway (about one block long) . Because this would have been a high assessment, we are concerned that Mr. Schmidt would again be assessed for the first-time storm sewer charge. I am requesting that the situation be reviewed and a recommendation be made regarding this additional charge. Also, a visit should be made by you, or one of your designees, to address his concerns of having to potentially relocate his plumbing, cesspool, sump pump, etc. Not being engineers, we did not want to represent a complete knowledge of what the separated sewer would entail for this property; however, we do feel that Mr. Schmidt should be given a good understanding of what, indeed, would be happening on his property. Equally, we feel that no assessment, or minimal assessment, should be made. 6. Near the area where Mr. Schmidt lives is one block of Danforth (Wheelock Parkway to Cottage) ; one of the concerns addressed is the street grading. It was our understanding, from Mr. Bredahl, that those concerns could be addressed. 7. Bus routes. I am concerned about the impact of the sewer construction on the neighborhood bus routes. As you know, the ��12 (Arlington) bus has high ridership and is used frequently on a daily basis. Additionally, the 4�6 (Dale) bus line also is a major bus route for the neighborhood. A comprehensive plan is necessary in order to facilitate the current ridership and the sewer separation program. I am requesting that proper notification be sent to neighborhood residents regarding any changes with the bus routing. This notification could be developed by the Public Works Department, MTC, or the Public Works consultants. . C� �-�- 3d Memo to Don Nygaard Re: Dale/Hoyt Separated Sewer Area January 5, 1987 Page Three For your information, the ��12 (Arlington) bus turns off Hoyt onto Grotto north, east on Iowa, south on Dale, east on Arlington to Rice. The Dale Street bus (4�6) runs north and south on Dale Street. 8. As we noted together, there are no alleys for Iowa or Hoyt from Dale Street to Alamada. Since both are due for sewer construction work and/or street paving, it is mandatory that ingress/egress needs are maintained open at all times. 9. As in the Maryland/Galtier area, there are numerous handicapped and special needs in the area. As those come to light, the same consideration given in the Maryland/Galtier area would be greatly appreciated. Ambulance service and paramedic service must be able to reach any and all. It would be helpful to have residents notify Public Works of their special needs in any official publication; this notification could be done by the consultants. 10. There has been a request that stop signs need to be placed as part of the separated sewer area on the alleys that run north/south, paralleling Dale, between Hoyt, Iowa, California, Larpenteur. It is being used basically as a , thoroughfare rather than getting on Dale Street. Please contact our office for further details, but those stop signs are increasingly important for the protection of the children of the neighborhood; the Tom Thumb, located on � Larpenteur and Dale, is accessed by said alleyways. 11. It has been noted at a couple of the District 6 Planning Council meetings that the Sheehy Construction area on Larpenteur has negatiVely impacted the bluff area. We would like to see complete bluff reconstruction as part of the j separated sewer cleanup area (Idaho, Cumberland, Arundel, Western area) . 12. At the meeting at Maternity of Mary, and i_n subsequent conversations, the following streets would like to be added if they are not a part of 2ny o.�her drainage areas. It would be just a matter of completing a block or two to hit natural boundary line streets: Nebraska: Alameda to Grotto. Hoyt: Alameda to Grotto. Iowa: Alameda to Grotto. California: St. Albans to Grotto. Alameda: Hoyt to California. Danforth: Wheelock to Cottage. Additional streets that have shown some interest but have not been noticed properly and would need an additional two weeks for proper notice by the Finance Department are the following: Kent: Wheelock to Cottage. Schletti: Wheelock to Cottage. Mackubin: Wheelock to Cottage. Western: Arlington to Nebraska. Nebraska: Mackubin to Wheelock. As we noted together, the Arundel/Nebraska area includes the new housing development that was constructed on the old Arlington school site. The sidewalks are done, the trees are up. It is amazing that the streets were not done at that time. 13. It should be noted that there are several apartment complexes on Larpenteur, between Mackubin and Marion. Special consideration should be given, and specifications made, in order to accommodate the high density parking and ingress/egress needs. 14. Regarding Kent Street (from Nebraska to Arlington) , the neighbors have expressed a concern about the street grade. (You may want to have your staff contact Mr. Reno Rossini, 1461 Kent Street, for the spe�ific neighborhood concerns.) Again, we appreciate you accompaning us on a visit to the Dale/Hoyt area. I am pleased you found it to be as lovely an area as it is. I hope that, as you have stated, we will learn from our first year of the separated sewers, and have an alternate plan so that all strengths are matched and keep going in the same direction at the same time. As we told you, the response in this area has been favorable. As you noted in our tour, this neighborhood has a strong housing base and a strong community pride. I am confident that the comprehensive combined sewer separation and street paving program would enhance the neighborhood quality of life. With this effort, the Dale/Hoyt area will remain strong into the 21st century.
