people of the City of Saint Paul, does hereby resolve to establish a Sister City relationship beriveen the
City oF Saint Paul, Minnesota and the City of Neuss, Germany for the purpose of creating educational,
cultural, and commercial ties between our cihes and countries;

I. BACKGROUND
Neuss, Germany officials contacted our office in June 1998 regarding the establishment of
a sister city relationship. On 7une 23, 1998 Saint Paul and Neuss officials participated in a
video conference between the two cities. On July l, 1998 the Saint Paul City Council
passed a resolution to explore the commencement of a formal relationship between the
two cities
In October 1998 a Neuss delegation visited Mayor Norm Coleman to continue to explore
the establishment of a Sister City relationships. Throughout out the fall of 1998 and
early 1999 discussions on the proposed relationship took place between 3M officials and
city staff.
In 1999, a dialogue began in Saint Paul among a group of German background residents
interested in developing a German Fa11 Festival. These discussions and the participation of
stafffrom the Minnesota World Trade Office created the necessary synergy for the
establishment of a local Sister City committee.
The Saint Paul City Council is being asked to formalize a Sister City relationship between
Neuss, Germany and the City of Saint Paul.

II. SISTER CTTY RELATIONSHIPS
The City of Saint Paul currently has six Sister City relationships that aze recognized by
Sister Cities Intemational:
Changsha, China
Culiacan, Mexico
Modena, Italy
Nagasaki, 7apan
Novosibirsk, Russia
Quito, Ecuador.
In addition the City has four friendship relationships:
Ciudad Romero, EI Salvador
Hadera, Israel
Lawaaikamp, South Africa
Tiberias, Israel.
III. DEVELOPMENT OF SI5TER CTTY CONNECTIONS
Saint Paul officials have adopted the following policies for sister city developments.
The City will facilitate meetings and contacts between heads of state and governments.
The underlying costs and logistics of hosting trade delegation or cultural exchanges are
underwritten by the local committees. The Mayor will have an important fitular role in
official functions and activities. Govemmental officials will coordinate the activifies
between the different local committees.
The following zoles and responsibilities are set out for the different entities involved:
City officials will:
— - provide access to the Mayo and Mayor's participaflon in events,
- facilitate meetings of the coalition members,
- provide access to city departments during official delegation visits,
- provide minimal funding of committee activities
- assist in coordination of delegation visits with other gwemmental agencies
Sister City Coalition will:
- meet quarterly or peziodically
- serve as a status update forum for committee activities
- provide an opportunity for networldng

Locat committees will:
- organize as a not-for-profit corporation
- elect board of d'uectors and officers
- hold regulariy scheduled meetings
- provide copies of agendas and minutes to city officials
