WHREAS, In 1985 the Legislature established a financing program
to enable Saint Paul to complete separation of its sewers within
ten years; and
WHEREAS, the program is funded through a federal, state and local
partnership, and
WHEREAS, the program is funded in two-year increments and re-
authorization of funding is needed during the 1987 legislative
session; and
WHEREAS, the City of Saint Paul has met the requirements and desired
results set out in the agreement during the first year of the
program, now, therefore, be it
RESOLVED, that the City of Saint Paul supports continued financing
of the Combined Sewer Overflow program at its current funding level.
Any shortfalls in federal funding should be assumed by the State
of Minnesota in the form of grants to Saint Paul.
