87-04 WHITE - C�TV CIERK PINK i - FINANCE G I TY OF SA I NT PAU L Council CANARV = DEPARTMENT File NV.�'�� B`l_UE - MAVOR i Council Resolution �° �`. ; t Presente By ' � Referre o ��s�-��!� Committee: Date �°� ���o� Out of C mittee By Date WHEREAS, in February, 1986, Mayor George Latimer convened the Mayor' s Working Group on Local Government Finance to analyze and develop strategies for addressing the growing disparity between the needs of City Government and revenue sources available to finance those needs; and WHEREAS, the Working Group reported that many of the structural deficiencies in the City' s revez�ue mix are an outgrowth of Minnesota' s existing system of property taxation; and WHEREAS, the Working Group advised the Mayor and City Council that , reforming Minnesota' s property tax system should be the top priority in any strategy to improve the quality of the City' s revenue mix; now, therefore, be it RESOLVED, that the City of Saint Paul supports property tax measures which meet the following requirements recommended by the Working Group on Local Government Finance: 1, Proposals thatpromote current and future acceptability of the property tax to taxpayers by keeping net tax increases for individual parcels in line with total local levy increases and reducing the burden on property paying the highest effective rates. 2. Proposals that reduce disparities in tax rates among jurisdictions and different types of property in the same jurisdiction. 3. Pr.oposals that simplify the property tax. 4. Proposals that increase the accountability of local officials to local taxpayers.
