WHEREAS, local government aid is an important property tax relief
program for all Minnesota cities; and
WHEREAS, local government aid accounts for approximately one-third
of the City' s general operating fund; now, therefore, be it
RESOLVED, that the City of Saint Paul supports a continuation of
the local government aid program or an equivalent as an essential
component of the state ' s property tax system. The local government
aid program, or its substitute, should be based on fiscal need and
fiscal capacity of cities and should ensure that cities with the
same fiscal capacity should receive the same amount of local
government aid. The �ity of Saint Paul supports changes in the
program to improve the stability of aid to local governments; and
BE IT FURTHER RESOLVED, that if the local government aid program
remains in its current form, the City of Saint Paul joins the
Association of Metropolitan Municipalities and the League of
Minnesota Cities in calling for a six percent (6%) increase in the
appropriation authorized for local government aid in 1988 and 1989.
This requested increase, while greater than inflation, is necessary
to offset part of the loss of General Revenue Sharing.
